Terms of Reference (ToR): Facilitation of the WeRise Cohort 2 Harvesting Week 2.0

Background
WeRise is a strategic, community-driven campaign that advances the right to peaceful assembly as a vital mechanism for protecting and expanding civic space. The initiative empowers activists, organisers, and movement builders to innovate and overcome systemic barriers that marginalise dissent and activism worldwide.
Building on the successful onboarding of the second cohort of WeRisers, the Freedom of Peaceful Assembly (FoPA) workstream will convene 16 participants from four regions to come together for a structured harvesting and reflection process.
Objectives of the Engagement
The facilitator will play a key role in ensuring a dynamic, engaging, and impactful harvesting and closing-out experience. Specifically, they will:
- Co-create and refine the week’s agenda in collaboration with CIVICUS and the WeRisers.
- Facilitate dynamic, inclusive, and meaningful participation throughout the harvesting and closing process.
- Foster a strong sense of community, shared purpose, and collective energy among the WeRisers.
- Support a smooth, trust-building closure of the project cycle.
- Guide participants to reflect on and harvest key lessons from their projects.
- Help participants understand how their individual work contributed to broader FoPA goals and strategy.
- Enable participants to leave with a deeper sense of connection, resilience, and well-being.
Scope of Work
The facilitator will be responsible for:
- Designing a participatory and inclusive agenda in partnership with CIVICUS and the WeRisers.
- Creating and maintaining a neutral, safe, and reflective space that enables honest dialogue, accountability, and meaningful collective learning.
- Leading interactive and engaging activities and discussions that encourage active participation and shared ownership of outcomes.
- Employing dynamic facilitation methodologies that promote dialogue, trust-building, and innovation.
- Delivering a comprehensive post-collaboration report capturing key insights, recommendations, lessons learnt, and participant engagement evaluations.
Deliverables
- A collaboratively designed and finalised agenda prior to the harvesting week.
- Successful facilitation of all sessions, ensuring active participation and meaningful engagement.
- A detailed post-collaboration report summarising key discussions, outcomes, and recommendations for future engagements.
Duration and Location
- The engagement will take place in-person in April 2026.
Required Qualifications and Experience
The ideal facilitator should possess:
- Proven experience designing and facilitating community-building, learning and outcome harvesting events, particularly in civic engagement, activism, or human rights.
- A Bachelor’s degree in social sciences or a related field.
- Expertise in participatory design and interactive facilitation methodologies.
- Experience working with diverse, multilingual communities.
- Proficiency in English (facilitation will be conducted in English).
- A demonstrated ability to foster collaboration, innovation, and strategic alignment within activist communities.
