INDIVIDUAL CONSULTANT
Assignment Title: Evaluation and Assessment of Lesotho National Broadcasting Services Transmission Network
1. INTRODUCTION AND PROJECT BACKGROUND
Overview
Lesotho National Broadcasting Services (LNBS) operates a nationwide radio and television transmission network covering all ten districts of Lesotho. The network includes legacy and modern technologies deployed across mountainous and hard-to-access terrain.
LNBS seeks a qualified consultant to conduct a comprehensive evaluation of the technical state of its transmission network, provide recommendations for maintenance and upgrades, and produce full procurement-ready technical specifications for equipment requiring replacement or improvement.
Individual consultants are invited to express their interest to perform the assignment for a period of three (3) months.
TERMS OF REFERENCE
- Assessment of power systems: heavy current power lines, solar power plants, UPS, and standby generators.
- Evaluation of broadcasting and ICT equipment: RF links, IP networks, optical fibre infrastructure, transmitters, and antennas.
- Inspection of support systems: HVAC units, security systems, shelters, and tower structures.
- Mast and tower integrity audit with detailed findings.
- Identification of equipment requiring upgrades or replacement and drafting of full technical specifications for procurement.
- Analysis of operational risks, safety issues, and environmental compliance.
2. SUBMISSION GUIDELINES
- Expressions of interest must be delivered in a written form, in one (1) original hard copy and one (1) soft copy in a flash drive labelled “Expression of Interest – Evaluation and Assessment of Transmission Network for LNBS” to the Tender Box situated at the reception area in the address below in person or by courier on or before 03 November 2026 at 10:30am (local time). Submissions made by email will not be accepted.

3. VENDOR INFORMATION AND LEGAL DOCUMENTS
- The Consultant should submit Eligible and Valid Trader’s Licence including Certificate of Incorporation, Articles of Incorporation and clearly state the physical address from which he/she operates. The submission should also be accompanied by a Valid Tax Clearance Certificate.
4. QUALIFICATION AND EVALUATION CRITERIA
- Bachelor’s degree in Electrical, Electronics, Telecommunications Engineering, or a related Engineering Discipline.
- Minimum of 7-10 years professional experience in broadcasting and/or telecommunications transmission systems, including at least 5 years in a lead design, implementation, operations, or technical advisory role.
- Demonstrated experience in RF, IP networking, fibre optic, and power systems, evidenced by participation in at least five (5) relevant projects involving the design, deployment, operation, upgrade, or troubleshooting of such systems.
- Demonstrate experience in preparing technical specifications and tender documents for procurement, evidenced by having developed or substantially contributed to at least ten (10) technical specifications that were used in successful procurement processes. The consultant shall provide a project list, references, or sample documents (with sensitive information redacted).
- Experience working with multidisciplinary teams, regulatory authorities, equipment vendors, and service providers in the delivery of broadcasting or telecommunications infrastructure projects.
- Experience working in mountainous or remote regions is an advantage.

RESOURCE AND TECHNICAL CAPACITY
- Reliable 4×4 off-road vehicle for remote site access (attach vehicle registration).
- Attach Valid vehicle insurance and personal accident insurance documents.
- Personal protective equipment (PPE) including climbing gear where tower access is required.
- Proof of annual turnover.
5. STANDARD TERMS AND CONDITIONS
- This Expression of Interest does not constitute a binding contract or a formal request for proposal (RFP).
- MICSTI has the right to accept or reject any application or cancel the procurement process entirely without liability.
- Only shortlisted Consultants will be invited for submission of proposals.
