Background

The Ministry of Agriculture, Food Security and Nutrition has received a financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Wool and Mohair Value Chain Competitiveness Project and intends to apply part of the proceeds for the recruitment of consulting services.

The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with the Wool and Mohair Value Chain Competitiveness Project.


Scope of Consulting Services

The consulting services (“the services”) include establishment of a Corporate Management System (CMS) that complies with international standards for the Lesotho WMF‑WME Consortium, including:

  • Solution Architecture
  • Corporate Governance System Framework
  • A befitting business model and strategy for the WMF‑WME Consortium
  • Business Plan

As stated in the Project Terms of Reference (PTORs).


Invitation

The Ministry of Agriculture, Food Security and Nutrition (“the client”) now invites eligible consulting firms (“consultants”) to indicate their interest in providing the services.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Expressions of interest must be submitted to the address indicated below.


IFAD Policies and Ethics

The attention of interested consultants is drawn to:

  • IFAD’s Anti‑Money Laundering and Countering the Financing of Terrorism Policy
  • Revised IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations
  • IFAD’s Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse (SEA)

By entering into this document, consultants certify that they have read, understood, and agreed to be bound by IFAD’s Privacy Policy.


Conflict of Interest

The consultant shall not have any actual, potential, or reasonably perceived conflict of interest. Any such conflict shall lead to disqualification unless otherwise explicitly approved by IFAD.

Conflicts include but are not limited to:

  • Undue or undisclosed influence over the selection or execution of the contract
  • Participation in more than one EOI under this procurement
  • Business or family relationships with officials involved in the procurement or contract execution

Consultants have an ongoing obligation to disclose any conflict of interest. Failure to do so may result in disqualification or termination of contract in accordance with IFAD policies.


Recruitment of Government or Client Staff

The following rules apply:

  • No member of the client’s board or current employees may be proposed or work on behalf of a consultant.
  • Current government employees may not work as consultants within their own ministries, departments, or agencies.
  • Former government or client employees may be recruited provided no conflict of interest exists.
  • Where government employees are proposed, written certification regarding leave without pay or resignation is required.
  • Engagement of individuals who left the client within the last twelve (12) months requires prior written “no‑objection” from the client.

Selection Method

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in the IFAD Project Procurement Handbook (www.ifad.org/project-procurement).

Clarifications

Requests for clarification must be submitted by email only no later than:
08 April 2026 at 16:00 hrs (Lesotho time).

Responses will be issued by:
10 April 2026 at 16:00 hrs (Lesotho time).


Submission of Expressions of Interest

Expressions of interest must be submitted in writing using the prescribed forms and delivered no later than 17 April 2026 at 12:00 hrs (Lesotho time) to:
