REQUEST FOR EXPRESSION OF INTEREST

PURPOSE AND OBJECTIVES

The Ministry of Gender, Youth and Social Development is looking for a specialist to carry out a Environmental Impact Assessment (EIA) of the likely environmental, social and economic effects of the planned Youth Resource Centre at Lepereng in Maseru.

The specific objectives of the proposed EIA are:

  • To pinpoint the likely negative impacts of the planned Youth Resource Centre in Maseru and accordingly devise or come up with and plan for measures for avoiding, reducing, mitigating against or compensating for them,
  • To help the project comply fully with Lesotho’s environmental laws,
  • To identify the likely positive impacts of the planned Youth Resource Centre in Maseru, to maximise them and accordingly use them to provide a strong justification for proceeding with the project.

SCOPE OF WORK

In carrying out the EIA, the Consultant will use his/her expertise in:

  1. Reviewing all strategic documents that are relevant to the assignment, including, policies, laws, strategies and study reports,
  2. Collecting primary data and information from all relevant stakeholders and interested parties,
  3. Carrying out a thorough assessment of the current environmental, social and economic situation in and around the project area,
  4. Producing and presenting various drafts of the EIA report, together with all the recommendations regarding the best ways to prevent, mitigate against or correct all the (possible) negative impacts of the project,
  5. Producing and presenting Environmental Impact Assessment (EIA) Report and Environmental Management Plan (EMP).

QUALIFICATIONS AND EXPERIENCE

In order to be considered for this assignment, the Consultant must be in possession of the following qualifications, experience and attributes:

  • At least a Master level university degree in Social Sciences, such as Environment, Economics, Sociology, Social Anthropology and Development Planning, or any other relevant discipline such as an equivalent a masters’ degree in the Built Environment field such as Engineering or Architecture; or a Geology, Hydrology or an Air Quality degree,
  • At least 5 years’ experience in conducting Environmental Impact Assessments and other related assignments, such as air quality assessments, water quality assessments, especially those pertaining to the socioeconomic impact assessments.
  • Registered with department of Environment Lesotho
  • Good understanding of sustainable development issues,
  • Excellent and proven analytical skills,
  • Good verbal and written communication skills, facilitation and networking skills,
  • Excellent command of spoken and written English,

N/B. The proposals should indicate the understanding of the assignment and how it proposes to carry it out.

DURATION OF THE ASSIGNMENT

The assignment will be carried out over a period of 2 months. In view of the nature of the assignment, the appointed consultant will be expected to spend considerable time in Maseru.
