The Ministry of Agriculture, Food Security and Nutrition, under the Smallholder Agriculture Development Project II (SADP II), invites eligible consulting firms to submit Expressions of Interest for the Engagement of a Consultancy Firm to Conduct Endline Survey.

Background
The Ministry of Agriculture, Food Security and Nutrition, under the Smallholder Agriculture Development Project II (SADP II), financed by the International Fund for Agricultural Development (IFAD), intends to apply part of the proceeds towards the recruitment of consulting services.
The consultancy services will involve conducting an endline survey, including quantitative and qualitative assessments, to establish and measure the project’s final outcomes and impacts on its target population and assess the effectiveness of the project in achieving its objectives.
The endline assessment will measure changes in project outcomes and impacts attributable to the project’s interventions and determine the degree to which the programme achieved its objectives.
The Terms of Reference (ToR) define the sampling requirements for selecting treatment and control groups, the approach for evaluating each programme intervention, and the technical qualifications required from the contracted firm.
Shortlisting Criteria
Interested firms should demonstrate the following qualifications and experience:
- At least 10 years of proven experience conducting large-scale quantitative and qualitative surveys, programme evaluations, impact assessments, baseline, midline and endline surveys for governments, development partners or international organisations.
- Proven experience in designing and implementing quasi-experimental evaluations, including treatment and comparison groups.
- Demonstrated experience applying IFAD Core Outcome Indicator (COI) Guidelines, World Bank Results Frameworks, OECD-DAC evaluation criteria, or equivalent donor monitoring and evaluation frameworks.
- Experience working in Southern Africa, preferably in Lesotho or countries with similar socio-economic and agricultural conditions, will be an added advantage.
The consultancy firm should provide evidence of successfully completing at least:
- Three (3) similar endline, baseline, impact evaluation or outcome surveys during the last five years.
- At least two (2) assignments financed by international development partners such as IFAD, World Bank, African Development Bank, FAO, UN Agencies, USAID, EU, GIZ or similar institutions.
- At least one (1) assignment involving agricultural or rural development programmes.
For each assignment, firms should provide:
- Client name
- Project title
- Country
- Contract value
- Duration
- Scope of work
- Client contact details for reference
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.

- Evidence of three similar surveys during the last five years, two assignments financed by international development partners, and at least one agricultural or rural development assignment – 30 points
- Experience working in Southern Africa, preferably Lesotho or countries with similar socio-economic and agricultural conditions – 10 points
