Scope of Work Scope of Work – Engaging a consultant for development of edutainment materials and training

Introduction

An estimated 23.3% of Basotho between the ages of 15 and 49 are living with HIV. HIV/AIDS, takes place against a backdrop of high levels of micronutrient deficiencies and stunting levels among children under the age of five years. Both conditions are marked by poor complementary feeding practices, characterized by lack of dietary diversity.

Against this backdrop, Catholic Relief Services has received funding from UNICEF Lesotho for the “Improving the Quality of Integrated Nutrition and HIV services in Lesotho” project to improve the health and nutrition status of women and children, especially those affected and infected by HIV. The project is planned for three (3) years commencing July 2020. CRS’ key implementing partner is Caritas Lesotho.

Specifically, communities will be mobilized to overcome the structural and behavioral barriers preventing women to optimally feed their children and support women to adhere to ARV treatment. This will be done through the establishment of functioning community support groups, linked to district health and nutrition committees, health facilities, edutainment sessions, and information sharing sessions (including COVID19 mitigation and response messages) and introducing community-based monitoring of HIV and nutrition indicators in health facilities.   Ultimately, the programme will reduce barriers to the utilization of nutrition and HIV services, increase awareness within communities on the importance of nutrition and HIV, and strengthen community accountability towards their own health including COVID19 prevention measures.

The programme will use a multisectoral and cross sectoral approach. CRS will therefore collaborate with different governmental ministries and stakeholders including the Ministry of Health, Ministry of Agriculture and food security, civil societies, and NGOs available in the districts working on HIV and nutrition. CRS is seeking a suitably qualified consultant to undertake a training and development of training materials on edutainment activities. The consultant will further support CRS and its partner staff with piloting and monitoring activities in one identified community as outlined below.

Goal/Objectives

The objective of engaging the consultant is to develop edutainment materials and train CRS and partner staff on the edutainment materials and on implementing the activities.

Outputs

  1. CRS and partners/collaborators are trained on the edutainment materials.
  2. CRS and partners/collaborators understand their roles and responsibilities in implementing edutainment activity using the material provided during the training.
  3. CRS and partner/collaborators can implement edutainment activity.

Deliverables

  1. 5 day in person Training of Trainers for 3 CRS and 11 Caritas staff facilitated by Skillshare Lesotho.
  2. Development of the edutainment materials by the consultant.
  3. CRS and partner staff to identify one community where the edutainment materials will be piloted with the support from the consultant.
  4. CRS and partners staff to pilot edutainment activities to communities with support from the consultant.
  5.  CRS and partner staff to scale-up and deliver edutainment activities to communities.

Timing of the contract

Anticipated time of start is July, and the consultant will be engaged for up to six months.

Key Reporting Relationship

  1. The consultant to produce a training report (soft copy) English to CRS no later 30 days after the training.
  2. Final report on the pilot no later than 10 days after the activity.

Logistics

 CRS will cover the costs of trainings and will facilitate all logistics of activities to be provided by the consultant.

SUBMISSION OF PROPOSALS

Interested Consultancy Firms should submit their proposals on how they will implement the edutainment activities.

All proposals should be submitted per the following outline:

  1. Contractor expertise and experience in edutainment activities and monitoring
  2. Understanding of Lesotho context
  3. Detailed methodology used in conducting the edutainment activity
  4. Sample selection criteria for the pilot of the edutainment activities
  5. Data analysis plan
  6. Report writing plan
  7. Provide a clear outline of responsibilities including who will develop the tools, conduct training, data collection, data cleaning, data analysis and report writing
  8. Workplan with timelines
  9. Detailed budget for
    • Daily rate of key professionals
    • Training costs
    • Development of edutainment materials
    • Travel costs
    • Field expenses (payment of field staff, travel cost of field staff and other costs)
    • Data cleaning, analysis and report writing
    • Other costs (if applicable)
  10. Registration and other relevant statutory documents

REQUIRED DOCUMENTS

The following documents must also be submitted with the application of each recruitment agency:

  1. The organization/company profile (experience, size of organization, specialization, past experiences, qualification, experience, and track record of key and other team members working on the assignment)
  2. Signed CVs of professional staff who will be directly involved in the assignment.
  3. Certified copy copies of the Organization’s Registration Certificate, VAT Registration Certificate, and the latest TAX Clearance Certificate (recent)
  4. The bidders must also provide details of previous experiences with at least 3 similar projects and referee contact details,

All proposals should be submitted in line with the SOW in soft copies to CRS via email to  [email protected] with the subject line “EDUTAINMENT PROPOSAL”. Proposal should be submitted until 23rd July 2021. Any proposal received after the deadline will not be considered.

SELECTION PROCEDURE

The selection of the consulting firm will be based on assignment quality, timeline, and cost comparison. Based on documents submitted (qualification, experience and capacity of the agency), agencies will be shortlisted for further selection.
