The Ministry of Agriculture, Food Security and Nutrition has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Wool and Mohair Value Chain Competitiveness Project and intends to apply part of the proceeds for the recruitment of consulting services.

The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses, and liability of any kind or nature brought by any party in connection with the Wool and Mohair Value Chain Competitiveness Project.


Scope of Services

The consulting services (“the services”) include digitalisation of the breeding centers. This initiative is intended to ensure precise traceability by enabling:

  • Easy access to individual animal records
  • Availability of historical data
  • Real‑time status updates

These improvements will lay the groundwork for a holistic livestock management strategy within the breeding centers.


Invitation for Expressions of Interest

The Ministry of Agriculture, Food Security and Nutrition (“the Client”) invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above services.

Interested consulting firms must submit information demonstrating that they possess:

  • Required qualifications
  • Relevant experience to perform the services

Ethical, Compliance and Conflict of Interest Provisions

Consultants are advised to familiarize themselves with the following IFAD policies:

By submitting an Expression of Interest, consultants confirm that they have read, understood, and agreed to be bound by the IFAD Privacy Policy.

Consultants must not have any actual, potential, or reasonably perceived conflict of interest. Failure to disclose any such conflict may result in:

  • Disqualification
  • Contract termination
  • Other actions under IFAD policies

Detailed conflict‑of‑interest provisions apply, including restrictions related to:

  • Government or client employees
  • Former government or client staff
  • Multiple EOIs under the same procurement
  • Family or business relationships impacting procurement integrity

Selection Method

Consultants will be selected in accordance with the Quality and Cost‑Based Selection (QCBS) method, as set out in the IFAD Project Procurement Handbook, available at:

Requests for clarification must be submitted by email no later than:

  • 18 May 2026 at 16:00 hrs (Lesotho time)

Responses will be issued by:

  • 21 May 2026 at 16:00 hrs (Lesotho time)

Submission of Expressions of Interest

Expressions of Interest must be submitted in written form and soft copy using the prescribed forms.
