Background
The Ministry of Environment and Forestry, through the Department of Environment and in collaboration with the Bureau of Statistics, is implementing a GEF-funded project aimed at mainstreaming Natural Capital Accounting (NCA) into integrated watershed management and national policy frameworks.
The project focuses on the Upper Senqu Catchment (USC), piloting two sub-catchments: Khubelu and Senqunyane. A key outcome is the development of land and water accounts to support sustainable development planning and policy decisions.
Objective of the Assignment
To engage a qualified consultancy firm or consortium to develop a comprehensive System of Environmental-Economic Accounting (SEEA) for water and land accounts in the Upper Senqu Catchment, aligned with national development priorities.
Scope of Work
- Assess the current state of water and land resources in the USC
- Develop SEEA-compliant water and land accounts
- Integrate findings into national policy frameworks
- Provide practical guidance and capacity building for stakeholders
- Support institutionalization of NCA through training and knowledge transfer
Team Composition & Qualifications
Team Leader:
- Minimum Master’s Degree in:
- Environmental Science
- Environmental Economics
- Natural Resource Management
- Statistics
- Or a related field
- PhD in the same fields will be an added advantage
Other Team Members:
- Minimum Bachelor’s Degree in:
- Economics
- Statistics
- Geomatics/GIS and Land Survey
- Information Technology
- Accounting
