Project Title: Integration of Natural Capital Accounting into Lesotho’s Policy and Decision-Making for Sustainable Development
Focal Area: Upper Senqu Catchment (USC) – Khubelu and Senqunyane Sub-Catchments
Background
The Ministry of Environment and Forestry, through the Department of Environment and in collaboration with the Bureau of Statistics, is implementing a Global Environment Facility (GEF) funded project on Natural Capital Accounting (NCA). The project aims to mainstream natural capital into integrated watershed management using NCA tools and methodologies.

- Outreach and Knowledge Management for NCA promotion
- Monitoring and Evaluation
Consultancy Objective
To engage a qualified individual consultant to develop a comprehensive Strategic Plan for System of Environmental-Economic Accounting (SEEA) focused on water and land accounts for the Upper Senqu Catchment.
Scope of Work
- Assess the current state of Lesotho Postal Services (LPS) including governance, infrastructure, service portfolio, and financial sustainability
- Evaluate digital maturity and integration opportunities with national digital infrastructure
- Recommend service enhancements aligned with the Universal Postal Union (UPU) Integrated Product Plan (IPP)
- Identify reform opportunities in institutional structure and public-private engagement
- Draft a strategic plan including:
- Vision and strategic objectives
- Implementation roadmap
- Monitoring & Evaluation framework
- Cost estimates
Qualifications Required
- Minimum of a Master’s Degree in:
- Environmental Science
- Environmental Education
- Natural Resource Management
- Environmental Economics
- Or a related field
