The Government of the Kingdom of Lesotho has received financing from the African Development Fund and the Global Environment Facility – Least Developed Countries Fund (GEF LCDF), along with Counterpart funding, toward the cost of the Lesotho Lowlands Rural Water Supply and Sanitation Project (LLRWSSP) implemented through the Ministry of Natural Resources. Part of the funds will be applied to payments under the contract for consulting services for the Development of Guidelines for Mainstreaming Climate Change Adaptation in the Operation Rules of Metolong Dam.

Objective of the Assignment

The objective of the consultant is to develop comprehensive policy guidelines for integrating climate change adaptation into the operation rules of Metolong Dam. This aims to ensure resilience of water resources infrastructure to climate variability and long-term climate change, while supporting sustainable water supply for current and future needs.


Invitation for Expressions of Interest

The Ministry of Natural Resources invites eligible Individual Candidates to express their interest in providing the above-mentioned services. Interested candidates must provide information demonstrating that they have the required qualifications and relevant experience to perform the services.


Selection Criteria

  1. Master’s degree in Water Resources Management, Civil Engineering, Environmental Science, Climate Change, or a Master’s degree in Development Studies.
  2. Minimum of 10 years’ experience in water resources, climate change adaptation, or climate change mainstreaming in the water sector.
  3. Demonstrated experience in policy development and stakeholder facilitation. Proven experience in dam operations and hydrological modelling will be an added advantage.

Submission Requirements

Interested candidates must submit:
• Detailed and updated Curriculum Vitae (CV)
• Certified copies of educational certificates and transcripts
• Expression of Interest (EOI)
• Reference letters from at least three (3) referees

Contract Duration: 4.5 months (18 weeks) from contract signing.

Eligibility criteria, establishment of the shortlist, and selection procedures will follow the African Development Bank’s Procurement Framework (2015), available at:

A consultant will be selected in accordance with the Individual Consultant Selection (ICS) method specified in the Procurement Policy.
