Background
Lesotho has made progress in integrating environmental management into national frameworks; however, implementation of chemicals and waste Multilateral Environmental Agreements (MEAs) remains constrained by coordination, legislative, and capacity challenges.
The Government of Lesotho, through the Ministry of Environment and Forestry, invites experienced consultants with expertise in MEA implementation, strategy development, and resource mobilisation and financing to submit proposals for the development of:
- An Integrated MEA Strategy and Implementation Plan, and
- A Resource Mobilisation and Cost Recovery Plan.
The assignment builds on previous assessments and aims to strengthen coordination and sustainable implementation of key MEAs.
Scope of Work (Summary)
- Review existing studies and frameworks
- Conduct stakeholder consultations
- Develop an integrated MEA strategy and implementation plan
- Develop financing, resource mobilisation, and cost recovery plan
- Facilitate validation and capacity‑building workshops
