Project Title: Promotion of Circular Economy in the Textile and Garment Sector through the Sustainable Management of Chemicals and Waste in Lesotho, Madagascar and South Africa (GEFID 10543)
Consultancy Title: Notice of Expression of Interest for Provision of Consultancy Services for the Development of Environmentally Sound Management (ESM) Plan for Textile/Garment Waste
Invitation to Tender: MEF/ENV/5/2/2026-27 Contract Type: Consulting firm Post Level: National / International Consulting firm Duration: The assignment will be up to 3 months
Background
The textile and garment sector is an important contributor to economic development in Lesotho but also generates significant quantities of textile waste and may involve the use of hazardous chemicals, including Persistent Organic Pollutants (POPs). Inadequate management of textile waste can result in open burning and disposal in landfills, contributing to harmful emissions and environmental and public health risks.
To address these challenges, the Government of Lesotho, in collaboration with UNIDO and its partners, is promoting a transition from a linear to a circular economy in the textile and garment sector. The initiative focuses on strengthening the legal and institutional framework, reducing the use and release of hazardous chemicals, promoting the reuse and recycling of textile waste, and supporting sustainable practices across the textile and garment value chain.
The Government of Lesotho, through the Ministry of Environment and Forestry, invites experienced consultants with expertise in Environmental Management to provide consultancy services for the development of an Environmentally Sound Management (ESM) Plan for Textile/Garment Waste.
Scope of Work
- Map and characterize textile and garment waste generated by participating companies and across the sector.
- Develop a standardized waste data collection and reporting methodology to support national waste statistics.
- Assess existing waste management practices and waste flows, including recycling, disposal, municipal systems, and transregional/cross-border movements.
- Develop an Environmentally Sound Management (ESM) Plan with stakeholder input, including recommendations for integrating textile waste management into municipal and national strategies and promoting circular economy practices.
