Terms of Reference
Development of a Communication Strategy for Lesotho Electricity Generation Company (LEGCO)
1.0 Background
Lesotho Electricity Generation Company (LEGCO) is a statutory company under the Ministry of Energy which was established through the Companies Act of 2011. The mandate of the company is to ensure sustainable electricity generation in the country. LEGCO is managed by the Chief Executive Officer who reports to the Minister of Energy.
The company is currently developing its new Strategic Plan 2025-2030. One of the key Strategic Focus Areas in the Plan centres around the company’s reputation, visibility and image, with the intention to ensure that LEGCO, as a corporate institution, opens up channels of communication with the public, for mutual understanding and benefit.
The Lesotho Electricity Generation Company further recognizes that digital engagement, especially in the “New Normal” plays an important role in its (LEGCO) response to global shifts in the field of communication and development, as a whole. Use of digital media platforms will help position the company as a knowledge leader in solar energy, expand its outreach, and broaden its engagements around matters of its mandate. Effective use of digital channels of communication of LEGCO’s key messages, through relevant content, experience and dialogue, allows stakeholders to connect directly, thus creating value relationships.
2.0 Objectives of the Assignment
The objectives of this assignment are: to develop a communication strategy, which incorporates customised approaches to effectively inform and engage with various type of stakeholders to increase awareness and knowledge about the LEGCO.
- Develop an advocacy and communication strategy aimed to increase awareness, visibility and knowledge about the Lesotho Electricity Generation Company;
- Develop a costed Implementation Action Plan for the advocacy and communication strategy.
- Develop and produce multimedia content in order to increase media reach and visibility effectiveness.
- Recommend integration of digital and other social media platforms that the company can use in its outreach endeavours.
- Develop situation analysis report that will help LEGCO to identify opportunities and challenges both internal and external regarding communication issues.
3.0 Assignment Tasks
The specific tasks of this assignment include:
- Conduct a desk review of available documents that guide the operations of Lesotho Electricity Generation Company, such as the Lesotho Energy Regulations or Bill, the Lesotho Energy Policy 2015-2025; NSDP II 2023/24-2027/28, etc.
- Develop a situation analysis report that will provide a baseline outlining the current communication modalities in use.
- Develop an advocacy and communications strategy for the company to enhance the awareness, visibility, understanding, and knowledge of the general public, of key stakeholders in the government, private sector, civil society, etc.
- Specify appropriate communication channels/networks, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.
- Design a standard publication layout for the company for use in future publications.
- Conceptualise, design and develop Information, Education and Communication (IEC) materials on Lesotho Electricity Generation Company’s mandate with appropriate and relevant messages tailored for key stakeholders using various formats as appropriate such as text, graphics, imageries, infographics, video, printed materials, etc.
- Develop a costed Implementation Action Plan for the advocacy and communication strategy including the annual activities related to advocacy and communication.
- Train the LEGCO staff members on how to implement the strategy and communicate with different stakeholders
- Design communication materials targeting different audiences as identified in the strategy.
4.0 Expected Deliverables
The following are the expected assignment deliverables:
- An Inception Report detailing the process of the development of the communication strategy.
- A Situation Analysis Report.
- A detailed Advocacy and Communication Strategy.
- A costed Implementation Action Plan.
- Multi-media content Information, Education and Communication Materials
5.0 Required Skills and Experience
It is expected that consultants can pool expertise under one Proposal and undertake this assignment. If an International consultant decides to tender for this assignment, they will be expected to partner with local consultants and demonstrate how tasks will be split between the International Consultant and the local expertise.
• The consultant should have a bachelor’s degree in communications, journalism, public relations marketing, or any related field, and a master’s degree will be an added advantage
• Demonstrate prior experience in developing a Communication Strategy, ideally in the development context.
• Have a good understanding of the mandate of Lesotho Electricity Generation Company.
• Have at least five (5) years of progressively advanced experience in strategic communications, public advocacy, which must include developing communications and advocacy strategies at different levels.
• Have relevant experience in working with government and/or international organisations on consultancy assignments, especially in strategic communications planning.
• Have experience in producing good communication and advocacy materials for use by clients.
• Have excellent proven written and spoken English and strong oral and written communication skills. Some knowledge of Sesotho is going to be an advantage.
6.0 Timing and duration
The duration of the assignment will be for 60 working days (Excluding Public Holidays).
7.0 Deadline for submission
Interested consultants should submit their Expression of Interest in the form of:
- Curriculum Vitaes of the professionals to undertake the assignment including a summary of similar assignments undertaken previously.
- A covering letter stating why you are eligible for the assignment.
- At least 2 references of previous mandates
- Certified educational certificates
REPORTING RELATIONSHIP
- During the period of work the Consultant will report to: Public Relations Officer.
- The consultants will work closely with LEGCO Management as well as consult widely with Government Ministries, private sector, NGOs, academia and other stakeholders.
