REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTANCY SERVICES FOR DESIGN REVIEW, CONSTRUCTION SUPERVISION AND POST-CONSTRUCTION SERVICES

1. Background
The Government of the Kingdom of Lesotho, through the Ministry of Health, has allocated funds to engage qualified consulting firms to provide design review, construction supervision, contract administration and post-construction services for two health-facility projects. The Ministry now invites eligible consulting firms to express interest in providing these services.

3. Scope of Services
For each lot, the services include review of the existing architectural and engineering designs, Bills of Quantities and/or specifications; construction supervision and quality control; contract administration; progress and cost monitoring; payment certification; occupational health and safety and environmental and social monitoring; testing, commissioning and handover; and services during the defects notification or defects liability period.

4. Qualification Requirements
Interested firms shall submit sufficient information to demonstrate their legal eligibility, relevant corporate experience and technical and managerial capacity. The following requirements and shortlisting criteria apply separately to each lot.
Mandatory Eligibility Requirements Assessed on a Pass or Fail Basis
- Signed Expression of Interest identifying the lot and reference number.
- Valid company registration certificate, trading licence and tax-clearance certificate, or equivalent documents for a foreign firm.
- Company profile stating the firm’s core business, ownership, office address and years in operation.
- Declaration that the firm is not debarred or ineligible and has no conflict of interest in relation to the assignment; and
- Where applicable, details of the proposed association and a signed joint venture agreement or letter of intent identifying the lead firm and the nature of the association.

Evidence for similar assignments: For every assignment claimed, provide the assignment title and description, client name and contact details, country and location, contract value, commencement and completion dates, the firm’s role, and documentary proof such as a signed contract, completion certificate or client reference.
Key Experts: Detailed CVs and certified qualifications of proposed Key Experts are not required at the Expression of Interest stage and will be evaluated at the Request for Proposals stage. At this stage, firms shall provide only an organisational structure of the professional disciplines available to undertake the assignment.
5. Association and Selection
Consulting firms may associate with other firms to enhance their qualifications and shall clearly state whether the association is a joint venture or a sub-consultancy. In a joint venture, all partners shall be jointly and severally liable for the entire contract if selected. Shortlisted firms will subsequently receive a Request for Proposals.
Selection will be conducted in accordance with the Public Procurement Act, 2023 and the Public Procurement Regulations, 2025.
6. Submission Instructions
Separate submissions for each lot. A firm may express interest in one or both lots. Where a firm submits for both lots, the Expression of Interest for each lot shall be prepared and submitted separately in its own sealed package, clearly labelled with the applicable lot number, reference number and assignment title.
Number of copies for each lot: one original hard copy and three copies, comprising two additional hard copies and one soft copy on a flash drive.
The soft copy shall contain clear scans of the original submission and supporting documents.
Expressions of Interest shall be written in English, properly completed and hand delivered no later than:
25 September 2026 at 10:30 hours Lesotho time.
