Overview

The International Union for Conservation of Nature (IUCN) invites qualified consultants to submit proposals for a consultancy to design and implement an Integrated MEL Data Architecture and Strategic Dashboard System, including impact storytelling, for the Great Blue Wall (GBW) initiative.

The consultancy aims to strengthen programme performance tracking, reporting, and communication across multiple projects within the Coastal & Ocean Resilience (COR) Programme.


Objective of the Consultancy

The purpose of this consultancy is to:

  • Develop a centralised MEL data system
  • Consolidate monitoring data across multiple projects
  • Enable real‑time performance tracking and reporting
  • Improve decision‑making and donor reporting
  • Support impact communication through interactive dashboards and narratives

Scope of Work

The selected consultant will:

  • Design a structured MEL data architecture
  • Develop data integration and automation workflows
  • Build interactive dashboards and analytics platforms
  • Create reporting templates and workflows
  • Provide impact storytelling through data‑driven narratives and case studies
  • Deliver training, documentation, and system handover

Key System Features

The system should:

  • Consolidate project data into a unified platform
  • Support analysis across:
    • Projects
    • Geographic areas
    • GBW thematic pillars
  • Provide programme‑level and project‑level dashboards
  • Include GIS and spatial analytics components
  • Enable data export (Excel, PDF, reports)
  • Ensure data quality, governance, and sustainability

Duration

  • Total duration: 16 weeks (4 months)

  • 11 May 2026: Deadline for Expression of Interest
  • 13 May 2026: Deadline for questions
  • 15 May 2026: Responses to questions
  • 20 May 2026: Proposal submission deadline

  • 28 May 2026: Planned contract award

  • GIS and spatial analytics capability
  • Impact storytelling ability
  • Collaboration and responsiveness

Financial Requirements

  • Pricing must be fixed and in USD
  • Must include all costs (excluding VAT)
  • Provide a detailed cost breakdown

Eligibility Requirements

Bidders must:

  • Be legally registered and compliant with taxes
  • Be free from conflicts of interest
  • Not have a history of fraud, corruption, or misconduct
  • Comply with environmental and legal regulations

Evaluation Method

  • Technical Score: 70%
  • Financial Score: 30%
  • Contract awarded to highest combined score
