Background
The TRANAC consortium, comprising the Zimbabwe Network of Early Childhood Development Actors (ZINECDA – Zimbabwe), the Network of Early Childhood Development of Lesotho (NECDOL – Lesotho), the Malawi ECD Coalition (ECDE Malawi), Sikanye Nawe Early Childhood Initiative (SNECI – Eswatini), the Zambia National Education Coalition (ZANEC – Zambia), and Rede para o Desenvolvimento da Primeira Infância (RDPI – Mozambique), is committed to advancing the well-being of children in Southern Africa.
Through this consultancy, the consortium aims to generate evidence-based strategies that inform policymakers and stakeholders, ensuring that ECDE programs are resilient and capable of adapting to the challenges posed by climate change.
Many children in developing countries face difficulties as they transition from early childhood education to primary school. These challenges are often exacerbated by natural disasters, which hinder their successful adjustment. Recognizing the need for reliable data to shape the future of the SADC region, it is essential to gather adequate information to create a conducive learning environment for children from birth.
The effects of climate change on Early Childhood Development Education (ECDE) in Southern Africa are profound and multifaceted, requiring urgent research to understand and address these challenges. The region is particularly vulnerable to climate-related phenomena such as droughts, floods, and extreme weather events, which are projected to intensify. These environmental shifts pose significant risks to young learners’ health, safety, and educational opportunities—especially for those already disadvantaged due to socio-economic disparities.
Research shows that early childhood is a critical period for cognitive, emotional, and social development, and disruptions during this stage can have long-lasting effects on children’s health and educational outcomes. In Southern Africa, where many communities face economic hardships, the impact of climate change on ECDE can worsen existing inequalities, hindering progress towards Sustainable Development Goals (SDGs) related to inclusive and equitable quality education.
The region has already experienced detrimental effects of climate change, including increased food insecurity and health risks, which disproportionately affect children at the ECD level. Comprehensive research is essential to identify the specific vulnerabilities of children and communities, inform policymakers about adaptive measures, and develop strategies to enhance the resilience of ECDE systems.
By addressing these challenges through informed policy and practice, we can safeguard the developmental needs of the most vulnerable populations in Southern Africa. The TRANAC consortium, led by ZINECDA, seeks the services of a consultant to develop a research paper on climate change and ECDE. This research will serve as evidence for advocacy at national and transnational levels.
Objectives
- Conduct a thorough evaluation of the impacts of climate change on ECDE outcomes in Southern Africa.
- Identify vulnerable populations and regions disproportionately affected by climate change concerning ECDE.
- Formulate actionable recommendations for policymakers and stakeholders to enhance the resilience of ECDE programs.
- Assess the current knowledge and practices related to climate change in ECDE settings.
- Examine how climate change interacts with other socio-economic factors affecting ECDE outcomes.
Scope of Work
Under the direct supervision of the ZINECDA management team, the consultant will design and conduct research and produce inter-country and six national reports covering the six countries in the consortium.
The study will focus on ECDE in the context of climate change, with a specific emphasis on children aged 4-8 years.
Deliverables
- Inception Report: Outlining the proposed methodology and timeline for the assignment.
- Preliminary Draft: A draft of the impact assessment and recommendations.
- Final Report: A comprehensive, high-quality report incorporating feedback from stakeholders.
- Presentation: A PowerPoint summarizing the final report for stakeholder engagement.
Expected Outcomes
- A comprehensive understanding among stakeholders of the effects of climate change on ECDE in Southern Africa, leading to informed policy decisions and interventions that promote resilience and mitigate risks.
- Documentation of case studies showcasing successful initiatives or programs that have adapted to climate change challenges in ECDE.
Management and Supervision of the Assignment
The assignment will be monitored by the TRANAC Lead through the Regional Management Unit team and the MEAL Lead. Progress will be tracked against key milestones derived from the stated deliverables and objectives.
The regional management team will maintain constant communication with the consultant to ensure progress at each stage until the completion of the task. Additionally, the methods and tools for data collection will be regularly reviewed to allow for refinements and adjustments as needed.
Qualifications
- Advanced degree in Environmental Science, Social Sciences, Public Policy, or a related field.
- Demonstrated experience in climate change research (experience in ECDE and climate change would be an added advantage).
- Strong analytical, communication, and report-writing skills.
- Familiarity with the socio-economic context of Southern Africa.
- Proven experience collaborating with governmental and non-governmental organizations on climate change-related issues.
