Position Title: Community mapping, multi-stakeholder and gender analysis on the drivers and manifestation of racism, xenophobia, related intolerance, and violence, assessment of existing social networks and capacities for violence reduction based on gender, age and disability disaggregated data.

Introduction:
International Organization for Migration in collaboration(IOM) with the United Nations Development Program (UNDP), Office of the High Commission for Human Rights (OHCHR), United Nations High Commissioner for Refugees(UNHCR) and UN Women referred to as Participating UN Organizations (PUNOs) are currently implementing the United Nations Pilot Project for Strengthening Migrant Integration and Social Cohesion through Stakeholders’ Engagement, Socio- Economic Activities and Countering Anti- Migrant Narratives in South Africa. The project is funded through the United Nations Migration Multi-Partner Trust Fund (MPTF), a UN financing mechanism called for by the Global Compact on Migration (GCM), adopted by the General Assembly in December 2018, to support UN Member States in the implementation of the GCM.
This project is implemented in collaboration with Government Partners and several Civil Society Organization (CSO) partners among them; Institute for Social Cohesion and Skills Development, Adoni Musati Project, Zoe-Life Innovative Solutions, Consortium for Migration and Refugees in South Africa, Refugee Social Services, Scalabrini Center, Lawyers for Human Rights, Islamic Relief Fund of South Africa, More Than Peace, Africa Unite and Umoja Project Development.
The Migration MPTF Thematic Area of focus is thematic area 5 on Improving the social inclusion and integration of migrants while the primary GCM objectives relevant to this project are:
i) Objective 16: Empower migrants and societies to realize full inclusion and social inclusion
ii) Objective 17: Eliminate all forms of discrimination and provide evidence based public discourse to shape perceptions of migration
These objectives are linked to Sustainable Development Goals (SDGs) with a specific linkage to Targets 10.2 on promoting social, economic and political inclusion of all; 10.3 on ensuring equal opportunities and reducing inequalities; 16.1 on reducing all forms of violence and related deaths and 17.18 on enhancing

capacity building to increase high quality and reliable data disaggregated by variables including migratory status.
Migration Context and Rationale:
In March 2019, the Government of South Africa launched the National Action Plan (NAP) to Combat Racism, Racial Discrimination, Xenophobia and Related Intolerance as part of direct national efforts to strengthen social harmony, cultural diversity and mitigate xenophobic tendencies within South African townships. The project is a direct response to the government led initiative and will be implemented in collaboration with an existing initiative funded through IOM development fund (IDF) a global resource aimed at supporting developing Member States in their efforts to strengthen their migration management capacity.

Nature of the consultancy:
The overall objective of the project is to contribute to strengthening migrant, refugee and asylum seekers’ integration, social cohesion and positive relations with host communities, particularly among the populations in vulnerable situations. The target provinces are Gauteng, KwaZulu Natal (KZN) and Western Cape which host some of the largest cities where the interplay between migrants and host communities over limited resources is more evident. To achieve this objective, national and local systems and capacities will be improved to prevent and respond to violence and victims of violence. More specifically, local authorities, community members and civil society organizations will be capacitated to better respond to the occurrence of xenophobic violence.

Core Functions / Responsibilities:
Under the direct supervision of Project Coordinator in Pretoria, South Africa, the incumbent will be responsible for the following duties and responsibilities:

  1. Prepare a detailed program and workplan for the consultancy which outlines the methodologies and approaches for capacity building to prevent and respond to violence and victims of violence,
  2. Develop a provincial and community Strategic Engagement Plan based on mapping of national violence reduction social networks,
  3. Identify entry points for establishing community led peace building mechanisms in targeted provinces and provide six reports on the same (2 per province),
  4. Develop training methodologies and provide appropriate training modules for government and community peace building mechanisms in KZN, Gauteng and Western Cape to support capacity development
  5. Train community peace focal points to engage in peace building activities and develop reports on analysis of pre and post training evaluation to act as a baseline ;
  6. Conduct mapping of targeted communities, multi-stakeholder analysis, including a gender analysis on the drivers and manifestation of racism, xenophobia, related intolerance and violence at community level and submit reports and information sheets on the same;
  7. Gather disaggregated data by age, gender, disability and nationality taking into consideration the multiple and intersectional forms of discrimination faced by particular groups within the migrant and refugee community and provide a report on number of individuals that are aware of and receiving legal, psychosocial and administrative support
  8. Conduct an assessment of existing social networks and capacities for violence reduction based on gender and age disaggregated data.
  9. Draft a report based on the outcome of the assessment to inform the programming interventions.

    Tangible and Measurable Outputs of the Work Assignment (total 120 calendar days or 16 weeks)
    a) Detailed program, workplan on methodologies and approaches for capacity building to prevent and respond to violence and victims of violence developed (one week).
    b) Provincial and community Strategic Engagement Plan based on mapping of national violence reduction social networks developed (one week).
    c) Entry points for establishing community led peace building mechanisms in targeted provinces identified and six reports provided three weeks (one week per province).
    d) Training methodologies and modules for government and community peace building mechanisms in KwaZulu Natal, Gauteng and Western Cape to support capacity development developed (three weeks).
    e) Community peace focal points to engage in peace building activities trained and report produced to act as a baseline based on needs assessment, (four weeks)
    f) Multi-stakeholder analysis, including a gender analysis on the drivers and manifestation of racism, xenophobia, related intolerance and violence at community level conducted for targeted communities and report to determine number of migrants aware of or accessing legal, psychosocial and administrative support submitted, (two weeks)
    g) Assessment of existing social networks and capacities for violence and reduction based on gender and age disaggregated data conducted. (see next point)
    h) Report based on the outcome of the assessment to inform the programming interventions drafted and presented as a final document. (two weeks)
  10. Expected Deliverables:
    Within a period of 120 calendar days, the following deliverables will be expected;
  11. Detailed program, workplan and methodology
  12. Community Strategic Engagement Plan (first instalment, 20%)
  13. Six reports on peace building mechanisms (2 per province)
  14. Training methodologies and module (s) (20%)
  15. Baseline report on pre and post training analysis (second instalment 40%)
  16. Progress/survey report on awareness and access to services for migrants
  17. Report on existing social networks and analysis of their ability to contribute to violence reduction (third and final instalment (20%)
  18. Performance indicators for evaluation of results (value of services rendered in relation to their cost:
    • Establishment of conflict prevention mechanisms in the local communities
    • Training package on the human rights of migrants, non-discrimination and xenophobia are developed and delivered.
    • Increased awareness and access to legal and psychosocial support and administrative support for victims
    • Increased knowledge of the host communities and migrants on social cohesion and peacebuilding.
    • Communication and social media strategies on positive migration narratives developed.
    • Communities members are trained engaged in confidence-building and the promotion of traditional conflict resolution methods.
    • Women community leaders are capacitated on mediation and peacebuilding approaches and innovative solutions to conflict.
    • Access to improved socio-economic opportunities by the vulnerable groups
    • Evidence-based and gender-disaggregated multidimensional analysis on the causes and dynamics of crisis, violence and xenophobia in South Africa is available.
    • Strengthen collaboration on early warning and rapid response on xenophobia and hate speech.

    • Capacities of mandated government departments are strengthened to adjust relevant policies and programme
    Realistic Delivery Dates and Details as to how the work must be delivered
    • The consultant must finalize the assignment within 120 calendar days spread over 16 weeks from the date of signing the contract.
    • Cost related to flights and daily subsistence allowance (per diem) to KZN, Western Cape and Gauteng will be covered separately by IOM at the official applicable monthly UN rates.
    • The consultant will work under the direct supervision of the MPTF Project Coordinator based at IOM Country Office in Pretoria and in coordination with technical focal points in the relevant PUNOs.
    Required Qualifications and Experience:
    • An advanced degree in migration studies, social sciences, population studies with a minimum of seven years of relevant work experience;
    • Very good understanding of migration dynamics in Southern Africa;
    • Demonstrated Experience in migration research in Southern Africa;
    • Relevant experience in the implementation of CCE-CC approach and how this can be used to address the drivers and manifestation of racism, xenophobia, related intolerance and violence at community level preferably in Southern Africa or any other region;
    • Strong writing, facilitation skills particularly at community level;
    • Analytical skills and demonstration of
    • excellent ability in research methods;
    • Experience in working with UN agencies and other international organizations, regional bodies, governments, think tanks and other relevant stakeholders;
    • Strong interpersonal and communications skills;
  19. Languages:
    • Fluency in English (both oral and written) required. Working knowledge of local languages is an advantage.
