CONSULTANCY JOB – CHAL Secretariat, Maseru

TERMS OF REFERENCE: Advocacy Training in Communications for Immunisation – Rights Based-Advocacy and the Country’s Health-Related Legal and Policy Framework

1.0 INTRODUCTION

The Churches Health Association of Zambia (CHAZ) is an interdenominational umbrella organization representing Catholic and Protestant Church Health Institutions (CHIs) in Zambia. Established in 1970, CHAZ has been a cornerstone of Zambia’s healthcare landscape, focusing on advocacy, resource mobilisation, and the provision of technical and logistical support to Church-run health facilities. As the technical wing of the Church health sector, CHAZ plays a pivotal role in coordinating the work of health institutions, ensuring they operate effectively and meet the needs of Zambians across the country. CHAZ’s membership includes 162 health facilities, comprising 53 hospitals, 75 health centers and health posts, 18 community-based faith organizations, and 16 training schools. Notably, the majority of these institutions are situated in rural and hard-to-reach areas, ensuring vital healthcare services reach underserved and vulnerable populations. Together, these facilities serve an estimated 8.5 million people nationwide, addressing a range of health needs through comprehensive programs.

The Churches Health Association of Zambia (CHAZ), with financial support from GAVI, the vaccine alliance under the Regional Capacity Strengthening Initiative, is supporting Lesotho through CHAL to strengthen the capacity of integrated health systems in delivering immunisation by strengthening civil society engagement in the Immunisation Programme.

As such, the organisation is seeking support from a qualified consultant to conduct an advocacy training in Lesotho. The objective of the training is to strengthen advocacy skills of CSOs to support sustainable immunisation efforts in Lesotho. This capacity building in advocacy will build on the hands-on experience that CSOs have acquired through the small grants. Their experience will help them identify key gaps that need to be addressed to improve the country’s immunisation institutional framework.

2.0 OBJECTIVES OF MEETING

  • Equip CSOs with Immunisation Policy analysis and Advocacy skills for the delivery of immunisation outcomes.
  • Equip participants with knowledge and skills on effective advocacy strategies and tools.
  • Facilitate discussions to identify priority advocacy areas related to the EPI in Lesotho.

3.0 SCOPE OF WORK FOR THE CONSULTANT

  • Develop a tailored training curriculum and workshop materials suitable for a diverse audience.
  • Facilitate a multi-day advocacy training and planning workshop with representatives from CSOs and the government.
  • Provide expert guidance on evidence-based advocacy approaches.
  • Lead group exercises and discussions to foster collaboration among stakeholders.
  • Deliver a workshop report summarizing key outcomes, recommendations, and next steps.

4.0 EXPECTED DELIVERABLES FOR THE CONSULTANT

  • Pre-workshop materials.
  • Facilitation of the advocacy training.
  • A final workshop report, including a summary of activities, participant feedback, and advocacy plans developed.

Duration of Assignment

The consultancy will take place over seven (7) days, including preparation, facilitation, and reporting. The workshop is tentatively scheduled for the 5th to the 9th May 2025.

5.0 QUALIFICATIONS AND EXPERIENCE THE CONSULTANT SHOULD POSSESS

  • A strong background in public health, advocacy, or a related field.
  • Proven experience in advocacy at national and international levels.
  • Experience in facilitating workshops and capacity-building initiatives.
  • Knowledge of immunisation programs, health financing, and advocacy principles.
  • Excellent communication and interpersonal skills.
  • A holder of at least a BA in Public Health or any related field.

Reporting and Supervision

The consultant will report to the CHAZ Advocacy, Planning and Development Department.
