Assignment Title: Invitation for Bids for the construction of Septic Tanks and Soakaway Pits for various Health Care Facilities.

The Government of Lesotho has received funding from the Global Fund under the New Funding Model three (NFM 3) Grant to support interventions intended to fight HIV/AIDS and Tuberculosis. As part of this initiative, a portion of the funds has been allocated to support the Ministry of Health make procurement of Septic Tanks and Soakaway Pits for various Health Care Facilities.
- The Global Fund provides direct financial support for the government of Lesotho’s HIV/TB prevention programs, through the Ministry of Finance and Development Planning-Project Management Unit (MOFDP-PMU) which serves as the Principal Recipient of these funds. MOFDP-PMU now invites sealed Tenders from eligible Tenderers for Construction of Septic Tanks and Soakaway Pits for Health Care Facilities.

- This ITB is comprised of Seven (07) Lots. Bidders may bid for any number of lots. However, a maximum of two (02) lots will be awarded to one bidder. Award of each lot will be based on reasonable evaluated price from a qualified and responsive Bidder such that the cost of the entire works is minimized in favour of the employer (MOF-PMU). Bids should be inclusive of Taxes. However, the amount of Tax should be stated separately.
A Contractor may only be awarded up to a maximum of two contracts. The award of contracts shall be based on the contractor’s capacity to implement all the awarded contracts all at the same time and within the durations stipulated thereon.
- Compulsory Site Visit schedule the time and place will be shared with bidders who have expressed interest to participate via email to the addresses provided by the 23rd August 2023 the Prospective Bidders shall bear the costs of the site visits.
- A Compulsory pre-proposal meeting shall be held in August 24, 2023 at 09:00 hours, (Lesotho Local Time). The pre-proposal meeting will be in virtual form. The connection details (Meeting Link) to the presentation will be shared by emails on or before August 23, 2023 to all Bidders that have shown interest by email indicating their desire to partake.
- EVALUATION OF BIDS: Bids determined to be substantially responsive to the requirement of this ITB will be evaluated by comparison of Rates. The procurement process will be carried out as per the provisions of this ITB and in accordance with the MOF-PMU Procurement Guidelines.
- VALIDITY OF RATES: Your Rates must be valid for the duration of the contract from the deadline for Bid submission indicated in clause 7, above.
- Interested Contractors may request clarification on any aspect of this ITB at the address indicated, on or before August 31, 2023. Request for clarification will not be accepted after this date. The LMDA shall respond not later than September 05, 2023. [email protected] Cc;[email protected]
- The deadline for submission of Bids is 12:00 hours (local time) on September 07, 2023. electronic submissions will not be accepted. The bids shall be in English.
