1. Background
The Kingdom of Lesotho has received financing from the World Bank for the Lesotho Lowlands Water Development Project II (LLWDP-II) and intends to apply part of the proceeds toward payments under the contract for the Construction of District Metered Areas on the 5ML Supply Zone in the Tikoe-Tsolo Area, Maseru.
For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. Invitation for Bids
The Ministry of Water now invites sealed bids from eligible bidders for the Construction of District Metered Areas on the 5ML Supply Zone in the Tikoe-Tsolo Area, Maseru.

Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB), as specified in the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing (Goods, Works, Non-Consulting, and Consulting Services, July 2016, revised November 2017, August 2018, November 2021, and July 2023).
Bidding is open to all eligible bidders as defined in the Procurement Regulations.

4. Submission and Opening of Bids
Deadline for Submission: Wednesday, April 16, 2025, at 12:00 noon (Lesotho Time)
- Submission Method: Physical delivery only (Electronic bids are not permitted)
- Bid Opening: Wednesday, April 16, 2025, at 12:00 noon (Lesotho Time)
- Venue: Public opening in the presence of bidders’ representatives and any interested parties.
- Late Bids: Will not be accepted.
5. Bid Security Requirement
All bids must be accompanied by a Bid Security as stated in the Bid Data Sheet (BDS), in the form of a Bank Guarantee.
6. Important Notice on Beneficial Ownership Disclosure
As required by the Procurement Regulations, the Borrower will disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
