Project Title: Project to support Lesotho’s National Reforms Agenda

Fee: £41,000 plus benefits

With the support of the Commonwealth Secretariat, the National Reforms Authority of Lesotho is looking to recruit five (5) experts each of whom will be on a 12-months’ fixed-term contract. The five experts will cover Parliamentary, Constitutional Reforms, Legislative Drafting, Public Service reforms and Ethics, Governance, and Anti-corruption thematic areas respectively.

The experts will support the ongoing comprehensive national reforms which Lesotho initiated as part of recommendations by the Commonwealth and other international partners to enhance the country’s long-term peace and stability. The technical assistance will mainly aim to bolster the capacity of the National Reforms Authority (NRA) to enable it to effectively discharge its mandate of overseeing, managing and ensuring the implementation of national reforms. The support will also target relevant national institutions to ensure that they also effectively play their role in complementing the efforts of the NRA.

The Commonwealth Secretariat is providing this technical assistance to Lesotho under the Commonwealth Fund for Technical Cooperation (CFTC). The Commonwealth is a voluntary association of fifty-four countries with a combined population of 2.4 billion. Thirty of the Commonwealth member countries are classified as small States and most have populations under 1.5 million. Lesotho is an English-speaking country and a small State located in southern Africa.

The preferred candidates for the position of Constitutional Reforms expert should possess the following minimum qualifications:

  1. A Master’s degree in constitutional law and/or political science
  2. Ten (10) years’ experience in constitutional review and constitutional reform processes
  3. Ten (10) years relevant experience working in different country contexts
  4. Extensive experience in constitutional analysis
  5. Proven experience in constitution building processes
  6. Extensive experience in collaborating with senior and other officials
