Project Overview:
The Reducing the Burden of HIV/AIDS and Health Systems Strengthening requirement will support MCC to conduct formative research and landscape analyses, collect and analyze data related to health system performance and capacities, develop appropriate responses and make recommendations on compact design, and conduct due diligence of proposed HSS interventions. Activities will be carried out in Lesotho and internally within MCC.
Roles and Responsibilities:
The Participatory Community Development/Psychosocial Support Specialist will contribute to activities remotely and within Lesotho to assess current GBV services and capacities within the MOH and other ministries, including community-managed systems of protection, and develop potential activity recommendations to strengthen comprehensive physical, health and psychosocial responsive services for victims of GBV. Specific tasks expected of the Participatory Community Development/Psychosocial Support Specialist and other consultant team members include:
  • Identifying minimum service requirements for addressing GBV in Lesotho, including 1) assessing what services and entities/actors/platforms already exist and identifying capacity gaps that exist; 2) assessing the reporting and data landscape for GBV; 3) assessing the legislative, regulatory and policy environment related to GBV; and 4) assessing current status of Domestic Violence Bill
  • Proposing a comprehensive package of support to address GBV needs (costed, specific potential activities)
  • Proposing indicators and data collection methods to establish a baseline and inform programming decisions, including reviewing the DHS Domestic Violence module indicators
The Participatory Community Development/Psychosocial Support Specialist will be responsible for the following:
  • Contributing to formative research (desk review, research plan, instruments and tools), assessment activities, and analysis across three tasks, both remotely and during assessment mission(s) in Lesotho, including development of qualitative tools and facilitating focus group discussion and key stakeholder interviews
  • Leading the assessment of community-managed systems of protection to reduce the incidence of GBV in Lesotho, including health education and promotion efforts and GBV services targeted at vulnerable and disadvantaged communities
  • Leading efforts to describe entities and actors responsible for providing services to address GBV at the NGO, CBO, BO and community level
  • Supporting assessment of reporting/data landscape for GBV and legislative/policy environment
  • Recommending potential interventions and strategies to address service and capacity gaps, including inputs into logic model and costing
  • Maintaining close communication with URC headquarters on task progress and challenges.
Required Qualifications:
  • Advanced University degree in psychology, social work or other social sciences, public/community health, gender, as it relates to gender and GBV, and development, or related field.
  • Knowledge of gender issues in development, particularly GBV, including relevant international human rights standards.
  • At least six years of experience in development or similar organizations with direct experience working on and managing GBV response programming.
  • Knowledge of reproductive health, HIV, and protection issues.
  • Prior training in gender and GBV issues.
  • Experience in utilizing any of the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; the global Essential Services Package for Women and Girls.
  • Experience specifically with PSS programming to address GBV
  • Excellent writing, communication and organization skills.
  • Confirmed experience with community development activities.
  • Experience with, and confirmed knowledge of, community-based organizations, NGOs and other civil society organizations operating at the local level.
  • Familiarity with socio-economic conditions in Lesotho.
  • Proficiency in English and Sesotho.
