Applications are invited from suitably qualified local candidates for the following position:
POSITION: Community Council Secretary
Number of Positions: Two (2)
Location: Qhoasing – Mohale’s Hoek, Kanana – Berea
Responsible To: Director General
Job Summary
Under the general supervision of the Director General, the incumbent is responsible for administering and coordinating the implementation of Community/Urban Council policies, activities, and resolutions. The position also ensures effective public relations, compliance with all relevant laws and instructions, public participation, security of fixed and immovable assets, and management of communication between Community, Urban, and District Councils.
Main Duties
1. Coordinates Implementation of Local Government Service Policies
1.1 Oversees implementation of Community/Urban Council integrated plans.
1.2 Implements Community/Urban Council by-laws and other legislation.
1.3 Ensures diligent compliance with laws, relevant policies, and government directives.
2. Controls Community/Urban Council Overall Operational Resources and Expenditure
2.1 Prepares the Community/Urban Council Annual Budget.
2.2 Controls Community/Urban Council overall operational resources and expenditure.
2.3 Oversees diligent compliance with applicable Community/Urban Council financial management standards.
2.4 Supervises preparation of financial reports and maintains records to ensure accuracy of costs and charges.
3. Manages Community/Urban Council Administration
3.1 Administers oaths within the Community/Urban Council.
3.2 Manages the Community/Urban Council administration in accordance with the Local Government Act, 1997 (as amended) and other relevant legislation.
3.3 Coordinates provision of services to the Community/Urban Council.
4. Ensures Efficient and Effective Performance of the Community/Urban Council
4.1 Maintains a system whereby the overall performance of the Community/Urban Council can be assessed.
4.2 Conducts quarterly staff appraisals to assess performance and progress.
4.3 Prepares quarterly and annual reports on Community/Urban Council activities to ensure objectives are met.
4.4 Manages communication between the Community/Urban Council, District Council, and District Administration.
5. Develops and Supervises Council/Urban Staff
5.1 Oversees the development and utilization of Community/Urban Council staff.
6. Ensures Public Participation in Community/Urban Development Planning
6.1 Conducts continuous meetings and public gatherings to address community issues and promote participation.
Job Specification
- Degree in Public Administration and Political Science or any Social Science Degree.
- A minimum of five (5) years of working experience in Local Government Council Administration.
