1 YEAR CONTRACT

1. Background Information

The Government of the Kingdom of Lesotho through the Ministry of Gender, Youth, Sports, Culture and Social Development (MoGYSC&SD) has secured credit from the World Bank in the amount equivalent to US$26.5 million toward implementation of Pathways to Sustainable Livelihoods Project (PSLP) for a ­ five (5) year period up to 2027. The Ministry intends to use part of the proceeds of this credit for an individual consultant to act as a community-based targeting and validation officer to support the implementation of component 3 of the Project.

2. Background for the assignment.

The NISSA Unit of the Ministry of Gender, Youth, Sports, Arts, Culture and Social Development requires the services of Community Based Targeting and Validation Officers to assist with strengthening the Community Based Targeting and Community Validation roles of NISSA. The Officers serve as main contact points for Training, Planning of Field Operations and logistics for Community Based Targeting (CBT) and Community Validation (CV). The Community Based Targeting and Validation Officers in conjunction with MGYSACSD IT are responsible to ensure that proper implementation and reporting of CBT and CV activities is carried out and most importantly that the results of this processes are synchronized successfully into the NISSA Database and used to improve targeting for Social Assistance programs, especially for reduction of inclusion and exclusion errors. The position plays an important role to ensure that community participation is ensured and strengthened in all activities geared at population and/or constant updating of the NISSA database, to ensure that it plays its role in Shock Responsive Social Protection. It also focuses at the development, review and adaptation of relevant manuals for community-based targeting and community validation and ensure that standard operating procedures are developed for these processes. Also, ensuring that Local Authorities and Communities are knowledgeable about NISSA methodology for transparency in ­final selection of bene­ficiaries of program during normal times and shocks.

3. Roles and Responsibilities

  • Assisting in the design, development, adapting or updating of Community Based Targeting and Community Validation Manuals for strengthening NISSA targeting through involvement of communities for reduction of inclusion and exclusion errors
  • Development of Standard Operating Procedures (SOPs) for Community Based Targeting and Community Validation to ensure ease of implementation of these processes
  • Provide training of district targeting teams in Community Based Targeting and Community Validation process under NISSA
  • Provide logistical support to district targeting teams conducting community-based targeting and community validation activities
  • Produce reports of the CBT and CV operations to assist in documenting these processes
  • Liaise with IT section to ensure that the results of CBT and CV are properly synchronized into the NISSA database for them to be available for targeting for Social Assistance programs
  • In conjunction with ISSN section, determine areas or Community Councils to be prioritized for NISSA Data Updates and ensure that a schedule for their updating is drawn and NISSA data is updated and used for targeting or recerti­fication of bene­ficiaries of Social Assistance programs

4. Knowledge, Skills and Experience

  • Have at least a Master’s degree in Economics/ Statistics/ Community Development Research or related ­field with 3 years’ experience.
  • Degree in, Economics, Statistics, Community Development, and Research or related ­ field with 5 years’ experience
  • At least 3 years of experience as Economic Planner, Statistician, or Research Officer engaged in Data Collection, tabulation and Analysis, Project Management and Implementation of large-scale surveys
  • Experience in the following ­ fields is a plus: Development Planning, Community Development, Social Assistance, Monitoring and Evaluation and Research
  • Knowledge and or experience with participatory methodologies is an added advantage
  • Possess very good training and facilitations skills
  • Have strong conceptual, analytical and reasoning skills
  • Management skills in software such as Word, Excel, Power Point and other statistical related software
  • Written and oral fluency in English and Sesotho
  • Ability to communicate appropriately with stakeholders and staff involved in the SSN implementation process to elicit reliable information
  • Ability to manage and lead staff for the successful completion of designated tasks, excellent people management and teamwork skills
  • Ability to resolve potential conflicts between the various actors of the programme.
  • Good interpersonal and communicative skills (oral and written)
  • Ability to interact constructively with officials at all government levels
  • Ability to maintain an understanding attitude and set an example of rigor in strict ful­filment of their own tasks
  • Flexibility and creativity
  • Ability to work under pressure
  • Ability to understand the MIS operation and generate report

5. Period of the Assignment

The duration of the contract is one year with renewable subject to satisfactory performance and project needs.

6. Reporting

This position reports to the PFU Coordinator, working under the close supervision of NISSA Manager.

7. Facilities to be provided by Client

The Ministry of Gender, Youth, Sports, Culture and Social Development will provide office space, computer, furniture, data and all services for communication purpose.

8. Selection Arrangement

Selection of the position holder, Individual Consultant, will be in accordance with the World Bank’s Procurement Regulations for ICs.
