Organizational Setting

The International Plant Protection Convention (IPPC) is an international agreement on plant health with over 180 contracting parties, which aims to protect the world’s cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is a Convention approved by the FAO Conference in adherence with Article XIV of the Constitution of the Food and Agriculture Organization (FAO) of the United Nations. The IPPC Secretariat is hosted by FAO and is responsible to facilitate the implementation of the Convention as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC’s mandates. The IPPC is also the implementing organization of the International Year of Plant Health (IYPH) and the International Day of Plant Health (IDPH) with FAO.


Reporting Lines

The Consultant reports to the Integration and Support Team Leader, in close collaboration with the IST Communications Specialist, and in liaison with the Office of Communication (OCC).


Tasks and responsibilities

Under the general supervision and guidance of the Team Lead of IPPC Integration and Support Team (IST), in close collaboration with the IST Communications Specialist and OCC, the incumbent will provide communications support to the IPPC Secretariat, as follows:

•    Draft news articles and develop communication and advocacy materials, e.g. factsheets, brochures, flyers and videos, including crafting key messages for segmented audiences; coordinate the production and publishing of materials with graphics designers, videographers and with OCC. 
•    Provide communications support to webinars and IPPC events including the International Day of Plant Health (IDPH), CPM Annual Sessions, CPM Bureau meetings and other secretariat meetings; coordinate reviews and clearances of communication materials with OCC.
•    Maintain the IPPC Publications Plan and calendar by monitoring the progress of publications and ensure their production and dissemination through the Publications Workflow System (PWS).
•    Support knowledge management and develop content for the IPPC website and social media, focusing on IPPC key themes on food security, environment/climate change and safe trade.
•    Provide inputs to the Secretariat Annual Communications Plan, in alignment with the audience analysis and key messages in the IPPC Communications Strategy 2023-2030.
•    Support IPPC communications monitoring and evaluation by running regular user analytics and trends in IPPC social media and the IPPC website.
•    Support the coordination of the IPPC Community of Practice and/or the IPPC Regional Communications Network including developing promotional materials, e.g., web content, brochures, videos, and supporting coordination meetings. 
•    Support relevant FAO international days (e.g. International Day of Food Loss and Waste) and plant health campaigns with external partners by developing and disseminating digital content.
•    Maintain the IPPC photo bank and video library and ensure they are updated and made accessible internally to the IPPC Secretariat and stakeholders upon request.
•    Perform any other relevant duties as requested.

Minimum Requirements

•    University degree in communications, journalism, advertising, marketing or related field
•    At least 3years of relevant experience in journalism, communications, preferably within the UN system or relevant non-government or non-profit organizations
•    Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. For PSA.SBS Working knowledge of English, French or Spanish

Technical/Functional Skills 

•    Work experience in more than one location or area of work. 
•    Understanding of FAO policies and programmes is considered a strong asset; and familiarity with UN administrative, operational and financial procedures is an asset.
•    Excellent news writing skills, copywriting for promotional materials and proven ability to popularize technical and scientific knowledge for various audiences.
•    Extent and relevance of experience in understanding and implementing a communications strategy or plan, with particular emphasis on delivering outputs and creating impact among audiences and stakeholders.
•    Knowledge of video production and social media content development.
•    Knowledge of social listening, media monitoring and general monitoring and evaluation frameworks in communications. 
•    Extent and relevance of experience in supporting organizing high-level events, conferences and webinars.
•    Good communication skills, including during interaction with teams, partners and through e-mail and zoom. 
•    Demonstrated ability to work in multi-cultural and geographically dispersed teams, including through remote work.
