GHAI’s Prevent Epidemics (PE) program seeks a Communications Consultant to lead strategic communications, media and digital advocacy. The consultant will oversee the development and implementation of communications strategies as part of comprehensive advocacy campaigns to advance policy change. This will include efforts to raise awareness and political will at the country level for epidemic preparedness financing, related programs and policies, and the development of content to support advocacy and media trainings. The PE Communications Consultant will report to the Program Lead, Prevent Epidemics, and work closely with Prevent Epidemics team, in-country teams, GHAI staff, Resolve to Save Lives team, international NGOs, and the media. Timeframe: Six months starting July 1, with a possible extension for another six months. The position is open to U.S. citizens. Applicants are not restricted to a particular location but are expected to work on Eastern Time Zone hours.
Commitment: 50-60 hours/month via monthly invoice and noted work completed. Competitive compensation.
The PE Communications Consultant will partner closely with in-country civil society organizations to develop communications strategies and campaigns to advance policy objectives and program goals. The position supports and trains NGO partners working on public health policy change in specific low- and middle-income countries to improve the effectiveness of the advocacy strategy through communications and builds the capacity of the journalists to report on public health issues related epidemic preparedness and financing to implement the International Health Regulations (2005). This position will collaborate closely with the GHAI Core team and Resolve to Save Lives and their implementing partners.
Key areas of focus include:
- Develop, implement, and support advocacy communication and media strategies in partnership with in-country civil society organizations, other NGOs and NGO networks in selected low- and middle-income focus countries.
- Collaborate with GHAI and other relevant partners to build capacity to develop and implement effective communications and media advocacy strategies in support of GHAI’s and local partners’ objectives, through journalism fellowships, workshops, and technical assistance.
- Work with grantees to formulate communications strategies and activities.
- Advise on communications components of the budget advocacy curriculum and support, as needed, webinars and training sessions to promote the PE Budget Advocacy Toolkit and curriculum.
- Oversee the production of communication materials and social media activities, including GHAI blogs and social media, and the development of case studies and other reports and publications.
- Work with GHAI communications team to elevate the critical need for advocacy to prevent epidemics.
- Develop and track content related to global health security.
- Raise the profile of GHAI’s work on Prevent Epidemics and position the program in the context of current global and regional health security discussions.
Successful candidates will be experienced in advocacy for policy change, especially the role of strategic communications to support effective policy advocacy campaigns. The ideal candidate is a self-starter with strong project management skills; passion, curiosity and comfort working in cross-cultural settings; and a demonstrated commitment to capacity strengthening in a global context. Additional qualifications include:
- Bachelor’s degree and minimum 8 years’ relevant experience in media relations, communications, public relations, consulting, and/or advocacy campaigns in public health or public policy.
- Deep understanding and strong track-record of using traditional, digital and paid media as critical components to achieve policy change through advocacy campaigns.
- Significant experience designing, implementing and supporting integrated advocacy communications strategies to advance policy change across a range of platforms in partnership with NGOs and NGO networks in selected low-and middle-income countries.
- Experience building advocacy communications capacity of staff and local partners.
- Excellent writing, editing and verbal communications skills.
- Experience producing a range of communication materials, such as case studies, advocacy statements and related messaging, media toolkits and curriculum.
- Commitment to advancing public health and a country-led approach to policy change.
- Excellent project management skills and the ability to work collaboratively with interdisciplinary teams.
- Demonstrated ability to develop and implement trainings.

- Communications experience related to epidemic preparedness, IHR implementation and infectious disease is a plus.
