The Rural Health Advocacy Project (RHAP) was established in 2009 to help rural and remote communities realize their constitutional rights of equitable access to quality health care.

The RHAP aims to facilitate self-advocacy, generate debate, monitor the implementation of health policies in rural areas, support pro-equity government interventions, and influence decision-making in tune with the realities that rural communities face. Its advocacy platform is based on research-based evidence, building alliances with civil society and effectively engaging with policy makers.

There are also several communication initiatives that are taking place simultaneously.
For one, the project is in the process of developing a communication strategy to effectively reach its target audience, improve visibility of the project and to increase awareness of the work and achievements.
The project is also in the process of relaunching its website as its primary form of communication so that it can serve as a knowledge hub and an interactive platform for sharing information and resources.

Objective of TOR:
To take stock of the project’s current communication assets and capabilities and to scope for potential communication opportunities and challenges;
To provide overall communication direction for the organisation
To develop communication goals and objectives in line with the organisation’s overall vision, mission, goals, and objectives.
To streamline the key messages of the organisation
To write up a TB report ahead of World TB Day on March 24, 2022
The RHAP seeks to engage the services of a communications consultant for a period of three months to conceptualize a communication strategy that can be implemented by the communications manager.

The consultant’s main objective would be to provide strategic direction for the communication needs of the project and then to develop some of the materials that can be used for various communication purposes, including the website and a TB Report that can be launched in the first quarter of 2022.

Scope of work of the assignment:
Engage in a scoping exercise to review the existing communication outputs and materials at the RHAP
Conceptualize a communications strategy framework
Develop communications materials that can be used for the project
Conceptualize and write up the TB Report
Deliverables:
An inception report summarizing the scoping exercise of the current  communication landscape at the RHAP
The conceptualization of a communications strategy  framework
The development of an agreed set of communication materials, based on the review of the current communication products, in line with the communication strategy
The TB Report
Skills and Competence:
A University Degree in Communications, Journalism or equivalent.
Previous employment experience (minimum 3 years) in communication, journalism, print media, research documentation, and report writing
The ability to work independently with minimal supervision
Demonstrated knowledge in the development of communication strategy
Duration:
Duration of the consultancy is 45  days over three months
Remuneration is fixed and paid monthly over a three-month period.
