The Commonwealth Climate Finance Access Hub (CCFAH) was established by the Commonwealth Heads of Government Meeting (CHOGM) in 2015 at Malta and began its operations in 2016 with the Central Hub located at Port Louis, Mauritius.
A key challenge facing some of the most vulnerable Commonwealth countries to climate change, is accessing the required funding to adequately respond to the impacts of climate change. The primary focus of the CCFAH’s technical assistance programme is to embed highly skilled long-term expertise in the form of Commonwealth National and Regional Climate Finance Advisers in relevant government departments and regional institutions.
With CCFAH’s strong presence in the Asia-Pacific including Commonwealth National Climate Finance Advisers in Maldives, Nauru, Fiji, Solomon Islands, Tonga and Vanuatu, along with the request for CCFAH support from other countries, it is an ideal platform to facilitate climate finance access for both adaptation and mitigation projects
The role of the Commonwealth Regional Climate Finance Adviser is to provide strategic and technical guidance to strengthen and support the establishment of regional institutional mechanisms and modalities for increased access to climate finance. Furthermore, the Adviser shall devise and support the implementation of measures for mainstreaming renewable energy transition, particularly solar energy, along with climate resilient practices into regional and national plans along with the enhancement of skills and expertise of staff within key regional organisations.
This role will specifically cater to the needs of the Indo-Pacific region, supporting the advancement of government policies, projects; capacity building, readiness, accreditation and knowledge management, which facilitate enhanced climate action in member countries.
The successful candidate will be involved in supporting and coordinating climate finance mobilisation efforts; enhancing capacity of local and regional stakeholders in the climate change space for accessing climate finance; contributing to the knowledge management pillar of CCFAH; contributing to the development of policy frameworks and projects for improving inclusive and sustainable energy access including sustainable land management practices; as well as administration, team-building and management.
To be considered for this opportunity, you will need to have a post graduate qualification (master’s degree) in any of the following: Finance, Economics, Business Administration, Climate Change, Environmental Studies and/or related discipline.
You will also need:
- In depth knowledge and understanding of climate change, NDC processes and climate finance.
- In depth knowledge and understanding of the interlinkages between climate change, inclusive finance with a focus on women, and gender issues.
- At least eight years of relevant experience and expertise in designing and implementing financial instruments with those that incorporate gender as an added advantage.
- Expertise in conducting stakeholder engagement especially with microenterprises and local communities.
- Experience in designing financial products/mechanisms preferably blended financial mechanisms preferably in the climate change area.
- Experience in designing funds and developing its operational manual and procedures.
- Experience in developing or working in gender-centric financial products/mechanisms.
- Considerable knowledge, understanding and experience on climate change and climate finance within the Small Island Developing States (SIDS) context and the Asia and Pacific regions.
- Strong analytical and writing skills with fluency in both written and spoken English essential.
