Summary

The Procurement and Supply Management (PSM) project is the primary vehicle through which USAID provides technical assistance to improve partner countries’ management of the health commodities supply chain and collaborate with key international stakeholders to support global health initiatives. Chemonics, tasked with implementing the PSM project is recruiting a Commodity Security Coordinator. The Commodity Security Coordinator is responsible for coordinating the supply chain activities of commodities in the 10 districts to ensure continuous availability of commodities. He/She will provide support during implementation of interventions to ensure a continuous flow and visibility of logistics data from the facilities to the districts and onwards to the central level – more specifically the Supply Chain Management Directorate (SCMD) and the National Drug Services Organization (NDSO) to inform quantification and procurement. In collaboration with logistics coordinators from SCMD he/she will also ensure that the District Logistics Coordinators (DLCs) get appropriate technical support in laboratory health products requirements as per project need.

Key Responsibilities:

  • Lead efforts to build the capacity of the Supply Chain Management Directorate (SCMD) and other stakeholders in demand planning, quantification, and logistics.
  • Promote the electronic Logistics Management Information System and the use of data in decision making
  • Assist in the generation of logistics data to improve accuracy in demand forecasting and supply planning for health commodities.
  • Conduct annual forecasting and quantification workshops with SCMD and other supply chain partners.
  • Support project procurement of health commodities through project in planning and follow up with the implementation.
  • Ensure that the inventory data at health facility level is reliable and adequate to inform the quantification processes
  • Support and monitor the distribution of operational plans and policies for all commodities; as well as implementation of systems to ensure the distribution of Viral Load point of care commodities.
  • Support the implementation of last mile distribution processes for all commodities; and ensure that commodities reach the last mile according to expected lead times.
  • Provide technical expertise to all PSM technical staff and DLCs with regards to laboratory commodities requirements
  • Ensure availability of commodities at health facilities to support the 95:95:95 strategy.
  • Assist in training and supervising personnel at health facilities to ensure adherence to inventory management operating procedures and proper use of inventory tools.
  • Support NDSO and health facilities to ensure commodities are maintained within designed parameters
  • Implement and support all Lab optimization project activities and reporting

Required Skills and Qualifications:

  • Degree in laboratory technology or related field.
  • Minimum 2 years of experience managing supply chain and inventory management projects or programs in a developing country context.
  • Experience supporting governance strengthening activities and providing direct technical assistance.
  • Ability to work with cooperating partners in implementing complex programs.
  • Ability to meet tight deadlines and prioritize effectively.
  • Strong interpersonal, written and oral communications skills.
  • Excellent written and spoken English skills.
