REQUEST FOR QUOTATIONS

The Initiative for Strategic Litigation in Africa (ISLA) seeks to engage the services of a consultant who will assist us with the development of an online portal that will facilitate our collaborations work. This project seeks to enhance the manner in which civil society formations working on gender and sexuality are able to collaborate. The portal will enable community members to engage with each other on various collaborative efforts including litigation, research, campaigns, resource mobilisation, capacity strengthening among other things. The portal is intended to make it easier for the community to initiate, identify, engage, or partner in collaborative efforts. 

ABOUT ISLA

The Initiative for Strategic Litigation in Africa (“ISLA”) is based on the belief that strategic litigation is an immensely strong tool for social change because it helps to reframe the understanding of entitlements before the law and it challenges the legal discourse on women’s rights and sexual rights. ISLA seeks to use the rule of law and African domestic and regional courts to advance women’s human rights and sexual rights. It is the first Africa-based strategic litigation initiative with a regional focus and expertise on women’s human rights and sexual rights. This is achieved by building networks across the continent that work in strategic litigation.

OVERVIEW AND SCOPE OF WORK

Background and Rationale

In 2020 ISLA adopted a strategy that incorporates building partnerships for social justice as one of its priority areas. While we recognise the importance of developing expertise on areas of competence, we also believe in finding ways with other organisations and movements to respond effectively to sudden opportunities and to collectively respond when rights are under threat or attack. This is even more important in a context when rights are increasingly under attack. A number of individuals are engaged in important and ground-breaking initiatives on gender and sexualities across the continent.  There is a need to amplify and strengthen some of the efforts in order to expand the audiences, cross-learning and scale up interventions for greater impacts. We believe that a shared analysis of how social change comes about is possible when we have a shared understanding of the problems that we are trying to solve. COVID-19 has created a need to adapt to new ways of working and more organisations have to contend with the economic impact of the pandemic, it is now more important than ever to collaborate effectively.

Scope of Work
Develop an online portal that  does the following:
allows community members to create profiles and engage in various collaborations;
user friendly and displays collaborations in ways that enable people to  upload new collaborations, identify opportunities, join and track ongoing projects;
facilitates the engagement of the community;
Mobile phone compatible;
Visually appealing and categorises collaborations according the thematic areas, method, countries, forums, lead and collaborating organisations; and

Showcases various types of collaborations among others. establish a detailed program specification through discussion with our team
Clarify the actions the program is intended to perform
Write the program to do this you’ll break down program specification into its simplest elements and translate this logic into a programming language
Work as part of a team which will be established purely for the
Test sample data-sets to check that output from the program works as intended
Write high quality source code to program complete applications within deadlines
Perform unit and integration testing before launch
Troubleshoot applications
Find bugs and offer timely solutions
Test existing applications, identify deficiencies and offer solutions.
KEY DELIVERABLES
Two comprehensive contextual analysis reports on the feasibility of establishing SXLN country chapters in Burkina Faso and Ivory Coast.

Consultants that meet the qualifications, skills and experience mentioned above are invited to submit proposals, which should include the following:

Duration of consultancy:
The consultancy will start as soon as possible taking note that this is a three-month contract.
Qualifications and Experience

REQUIRED SKILLS AND QUALIFICATIONS
5  years of experience as an Application or Portal  Developer or similar role
5 years of experience in designing and building applications
Great understanding of software design and programming principles
BSc/BA in computer science or relevant field;
Certified application developer is a plus.
Competencies:

SUPERVISION ARRANGEMENTS

The individual consultant will be supervised by the Legal Director and Executive Director on the collaborations and litigation database and legal directory.

SELECTION AND GENERAL CONDITIONS

Acceptance of a quotation neither commits ISLA to award a contract to any vendor, even if all requirements stated in the RFQ are met, nor limits our rights to negotiate in our best interests.  We reserve the right to contract with a vendor for reasons other than the lowest price. The pricing, terms and conditions offered in your response to this RFQ must remain valid for 30 days from the date the quotation is delivered. Expenses incurred in the preparation of quotations in response to this RFQ and any follow-up information provided is the vendor’s sole responsibility. The information contained in the RFQ is confidential and may not be disclosed without the express written permission of ISLA.
