The U.S. Agency for International Development (USAID) awarded FHI 360 the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project (LINKAGES), a five-year cooperative agreement funded by the U.S. President’s Emergency Plan for AIDS Relief. FHI 360 works in partnership with Pact Lesotho who is leading the implementation of LINKAGES in the two districts of Maseru and Leribe in Lesotho.

The project aims to enhance HIV prevention and care cascade by increasing reach to key populations most at risk of acquiring or transmitting HIV, promoting routine HIV testing and counseling, and actively enrolling those with HIV into care and support interventions that enable them to remain in care. The project works with the local KP community-based organizations (CBOs), under a sub-grant mechanism, to increase their capacities for improved organizational, financial systems, monitoring, engagement, and participation of the groups in the HIV response for KP.

To accomplish this task, Pact Lesotho is recruiting for Capacity Development Advisor and Clinical Officer

Clinical Officer –  Key Populations

Position Purpose

Under the supervision of the STI & HIV Specialist, the Clinical Officer – Key Populations (KP) will work on secondment to the Ministry of Health, Disease Control, to contribute to the strengthening of the national response for HIV prevention, care and support for KP in Lesotho. The incumbent will work as a technical advisor for enhancing methods, standards, protocols and guidelines for KP programs country-wide, and will support coordination of government and civil society organizations that are implementing KP programs to ensure a coordinated national response

Key Responsibilities

  • Contribute to the strategic approach for scale up of the national HIV prevention, care and support program for KP within the context of the overall national HIV response in Lesotho;
  • Serve as a technical advisor on HIV prevention, care and support methods, standards, protocols and guidelines for KP at national level;
  • Provide technical leadership on community and facility-based interventions that can strengthen HIV prevention, care and treatment across the cascade for KP;
  • Help to refine approaches for expanding KP access to HIV clinical care and treatment services, including STI, TB/HIV and SRH services, and for reducing the dual stigma and discrimination associated with HIV among this population;
  • Support coordination of HIV prevention, care and support interventions  for KP at national, districts and community levels to ensure effective contribution to the national goals on epidemic control;
  • Support trainings, supervision and mentoring of the relevant government entities and civil society organizations at national, district and community levels to enhance capacities for enhancing the technical quality of KP programs country-wide;

Basic Requirements

  • Understands the HIV-related needs of key population groups.
  • Familiarity with government structures and processes and key networks.
  • Ability to work with multi-sectoral teams and produce positive results.
  • Management, supervisory, and capacity building skills.
  • Competency in Microsoft Word, Excel, PowerPoint and Internet computer skills.
  • Excellent oral and written communication skills, including professional level

Preferred Qualifications

  • Master’s degree or higher in public health, social sciences, or other relevant fields, is required. A clinical credential such as MD, nurse, nurse practitioner or physician’s assistant, degree, and/or experience working in clinical settings.
  • At least 7 years of work experience in HIV and TB programs.
  • Strong knowledge of clinical issues, including management of HIV, SRH, TB and other related conditions, particularly among KP.
