The Ministry of Environment and Forestry through the Lesotho Meteorological Services (LMS) is implementing a 2-year Project titled “Preparation of Lesotho’s First Biennial Transparency Reports (BTR1) and Fourth National Communications (NC4) to the UNFCCC” aimed at supporting the preparation and submission of Lesotho’s First Biennial Transparency Report (BTR1) and Fourth National Communication (NC4) to meet UNFCCC and Paris Agreement reporting requirements, while also addressing national development goals. This project is funded by the Global Environment Facility (GEF) with the United Nations Environment Programme (UNEP) as the delivery partner. The Ministry is therefore looking for a qualified, experienced, and competent Consultant to carry out an assignment on Climate Change Impacts and Adaptation for Lesotho.
The Consultant will facilitate stakeholder consultations on adaptation activities, such as collection of relevant data and information of the identified priority sectors. The consultant will also be required to do capacity building for climate change scenarios, modelling, projections, and data analysis to enhance the country’s capacity to conduct vulnerability/adaptation assessments. Lastly the consultant will prepare a report on the country’s climate change impacts and adaptation for inclusion into the BTR1/NC4 report.
The terms of reference will be obtained from Procurement Office at Post Office Building, 7TH Floor or through email: [email protected], during office hours on the 31st October, 2025. Submission of the proposals should be on or before 09:00 am on the 1st December, 2025 in the tender box located on the 7th Floor, Ministry of Environment and Forestry Board Room entrance.

The opening of the Proposals shall be at 09: 30 am on the 1st December, 2025 at the PS boardroom, Ministry of Environment and Forestry, Post Office Building,7th Floor, in the presence of the bidders or their representatives. All bidders are expected to comply with all the requirements.
The Ministry does not bind itself to accept the lowest or any tender nor assign reasons for acceptance or rejection of any tender. QUALIFICATIONS AND EXPERIENCE:
- Hold at least a master’s degree or an academic equivalent thereof in Climate Change, Meteorology, Environmental Management, Environmental Sciences, or a related field. A PhD will be an added advantage.
- Demonstrated knowledge of the climate change reporting, climate change impacts, adaptation and vulnerability assessment; Minimum 2 relevant assignments (climate change impacts and adaptation)
