Assignment Title: Climate and Environmental Specialist

Background
The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD) for the Regeneration of Landscapes and Livelihoods (ROLL) Project. Part of these funds will be used for the recruitment of an Individual Consultant to serve as a Climate and Environmental Specialist.
The consultant will oversee the planning, implementation, and monitoring of ROLL-GEF-funded activities and mainstream climate and environmental considerations within the project. The objective is to ensure that the ROLL project meets its environmental and climate goals.
Consultant Selection and Compliance
The selection of the consultant will be conducted in accordance with IFAD’s Project Procurement Handbook, which can be accessed at www.ifad.org/project-procurement.
Consultants must adhere to IFAD’s policies, including:

Conflict of Interest Considerations
Interested consultants must not have actual, potential, or perceived conflicts of interest, including but not limited to:
- Undue influence over the selection process or execution of the contract.
- Relationships with board members or personnel of the client, IFAD, or other involved entities.
- Current government employees (unless they meet IFAD’s leave or resignation requirements).
- Recent government employees (within the last 12 months) must obtain a “no-objection” approval before submission.
Failure to disclose conflicts of interest may result in disqualification or contract termination.
Consultant Qualifications and Shortlisting Criteria

| A. Relevant Qualifications | Master’s degree in Environmental Science, Climate Change, Natural Resources Management, or a related field. |
| B. Experience | Minimum of 5 years’ experience in managing environmental projects, preferably those funded by GEF or international donors. |
| Other Key Competencies | – Strong knowledge of environmental and social safeguards. |
- Excellent project management and organizational skills.
- Proven experience in monitoring and evaluation of environmental projects.
- Strong report writing and communication skills.
- Ability to work with diverse stakeholders.
- Fluency in English (knowledge of additional languages is an asset). |
