Maldives is being supported by the Commonwealth Secretariat and the NDC Partnership in the development of an adaptation investment pipeline for potential funding.

The Government of Maldives envisions a team of climate finance advisers and subject experts to support resource mobilization towards Maldives’ NDC implementation with a focus on climate adaptation. This would include the development of a pipeline of bankable project proposals for potential funding.

The Commonwealth Secretariat through its Commonwealth Climate Finance Access Hub (CCFAH) is the implementation partner for the PAF and the Ministry of Environment, Maldives. CCFAH supports small and other vulnerable Commonwealth countries to build human and institutional capacities to access climate finance. CCFAH already has an on-ground presence in Maldives focused on enhancing the country’s ability to access climate finance by strengthening and, where necessary, supporting the establishment of institutional mechanisms and modalities to seek, receive and utilize international climate finance. This project will also support the country with wider efforts to mainstream climate change across national plans by enhancing the skills and expertise of staff in the host ministry and other relevant ministries and agencies.

CCFAH is looking for one Junior Analyst, to be based in the Maldives, to support the on-ground project team.

The junior analyst will work with the Commonwealth National Climate Finance Adviser and the Ministry of Environment, Climate Change, and Technology, Maldives, in developing a). A climate adaptation landscape of Maldives along with a priority list of sectors and conduct a gap analysis, and b). Detailed project documents for shortlisted projects for capital mobilization. The consultant will support the Commonwealth and Ministry in developing an investment strategy for the shortlisted projects.

Scope of work:

  • Collect and analyse varied and multidisciplinary data in Maldives climate adaptation space to generate streamlined information for the project team.
  • Support the project lead and team in the quantitative and qualitative evaluation of Maldives’ climate adaptation policies, targets, as well as international adaptation policies and finance mechanisms.
  • Conduct analysis of key climate adaptation sectors in Maldives and generate insights in terms of – investment potential, adaptation potential, social impact potential, along with the probability of impact.
  • Conducting a sectoral gap analysis in terms of investment potential and current execution.
  • Support the program leads in capturing the best practices and preparing knowledge materials including resource kits, white papers, debriefing drafts, etc.
  • To support organizing 5 workshops over 2 years – preparing the training material and overall logistical support.

Qualifications, Competencies, and Experiences

  • A first-level university degree in economics, data analysis, business, environmental management, engineering, economics, public policy, climate change, sustainability studies, or environmental sciences.
  • 3-5 years of relevant work experience in data or analytics; or policy analysis, with functional skills in analytical writing, producing reports, research, and assessments.
  • Strong analytical and quantitative skills, alongside strong conceptual, synthesis, and strategic thinking skills.
  • Strong interpersonal skills and commitment to working in a team-oriented environment.
  • Competence in the use of Microsoft Office applications (Word, Excel, Access, PowerPoint).
  • Experience working with the public sector in project development, implementation, and management would be preferred. 

Language:

Fluency in English is essential and fluency in Dhivehi is an added advantage.
