The Examinations Council of Lesotho [ECoL] invites expressions of interest from suitably qualified local candidates for the following;

Clerk of Works for the Construction of Multi-Purpose Office Building.

  1. Project Background:

The Examinations Council of Lesotho (ECoL) is a non-profit organization that is responsible for conducting school-level assessments on behalf of the Ministry of Education and Training (MoET). It conducts End-of-Level Assessments at specified points in the education system. ECOL has seen over the years that there is a need to expand its facilities and therefore has a project of a multipurpose building office building to be completed in eight months. The site for the project is situated in the Khubetsoana Berea district 800m from the main north road.

JOB PURPOSE

Oversees the quality and safety of work on a construction site, ensuring that building plans and specifications are followed correctly.

JOB PURPOSE

The Clerk of Works is solely responsible for the project site to which assigned, and the scope of work will include:

  • Assists in managing daily activities on site along with the Contractor and respective sub-contractors and relative consultants and project personnel.
  • Adheres to and ensures that works are done by the design specification
  • Assists in material staging, handling, and storage.
  • Assists in managing all the security-related concerns to the project and ensures the safety of all (personnel, equipment, and material) resources on site.
  • Helps with technical management of construction-related personnel and serves as liaison to the ECoL.
  • Facilitates and coordinates inspections with the health department and other Local Municipal Authorities.
  • Prepares, coordinates, and facilitates site visits for all internal and external stakeholders.
  • Assists in obtaining all applicable permits to allow for smooth project implementation of each project phase.
  • Confirms receipt of inventory and segregates all materials by procurement documents (e.g., purchase orders).
  • Assists in the verification of quotations, invoices, receipts, change orders, variations, and certificates of payments for contractors and submits them to the Project Manager for processing and approval
  • Inspects all work and ensures compliance with quality assurance and quality control plans/procedures as required by design details and specifications.
  • Identifies and communicates all discrepancies, problems, or issues and reports same to Project Manager.
  • Assists with estimating, the scope of work, planning, and all activities needed for a timely and cost-efficient project completion.
  • Represents ECoL at meetings as required by the Project Manager.
  • Assists in leading and coordinating daily and weekly site meetings.
  • Redlines drawings, specifications, and other supporting design documents during construction and submits findings.
  • Prepares detailed monthly reports for submission on construction activities and deliverables.
  • Prepares meeting minutes as specified.
  • Documents all construction activities with photos and videos, with detailed documentation of problems or issues.
  • Maintains a daily log of activities and resources (equipment, personnel, etc.), and daily weather conditions.
  • Performs other duties as determined by the Project Manager

QUALIFICATIONS AND OTHER REQUIREMENTS

  • Diploma in Construction Management, Civil Engineering, Architecture, and Building Technology with Specialization in building construction.
  • Knowledge of the Government’s tendering requirements and procedures.
  • Ability to plan, organize and coordinate the work of others.

EXPERIENCE AND COMPETENCIES

  • At least three (3) years of relevant experience as a construction field officer or supervisor, preferably in government and related and or similar projects
  • Must have a proven record of managing complex projects in occupied spaces
  • Capable of managing/coordinating multiple quick turnaround projects phases simultaneously
  • Demonstrate proficiency in reading and understanding commercial construction plans and specifications.
  • Experience using Microsoft Office (Word, PowerPoint, Excel)
  • Knowledge of public safety and security issues and regulations
  • Strong understanding and expression of written and verbal English
  • Knowledge of construction methods, practices, schedules, logistics and budgets
  • Knowledge of civil, architectural, structural, mechanical, and electrical works
