Workmen’s Compensation Trust Fund

Job Title: Claims Manager
Grade: I
Responsible To: Labour Commissioner


Job Summary

The Claims Manager is directly responsible for the overall supervision of the Claims Unit of the Workmen’s Compensation Trust Fund. This includes overseeing the administration and processing of compensation claims related to occupational injuries, diseases, and fatalities; addressing objections; recommending prosecution of employers; participating in public awareness campaigns; and producing reports. The Claims Manager leads a team of claims officers and coordinates with internal and external stakeholders to ensure timely, fair, and lawful disbursement of benefits.


Main Duties

1. Processing and Management of Compensation Claims

  • Advise the Labour Commissioner on qualifying claims
  • Oversee assessment, processing, and approval of claims
  • Ensure compliance with relevant laws and procedures
  • Liaise with insurance companies for timely payments
  • Monitor claim trends and recommend improvements

2. Stakeholder Engagement

  • Liaise with employers, medical providers, inspectors, and legal officers
  • Provide updates to senior management and national committees
  • Manage communication, appeals, and grievances

3. Leadership, Supervision and Staff Management

  • Plan and coordinate administration of the Claims Unit
  • Supervise and mentor claims officers
  • Conduct performance appraisals
  • Maintain accurate filing and digital databases
  • Develop and implement SOPs
  • Work independently, referring complex issues to the Labour Commissioner

4. Policy and Compliance

  • Contribute to policy and legislative reviews
  • Ensure adherence to social protection and financial regulations
  • Prepare audit responses and participate in compliance reviews

5. Key Relationships

  • Internal: OSH Department, Inspectorate, Legal Department
  • External: Employers, Workers, Trade Unions, Relevant Ministries

6. Public Awareness Campaigns

  • Train stakeholders on claims procedures
  • Coordinate meetings with insurance companies

7. Prosecution of Employers

  • Investigate unpaid claims and prepare for prosecution
  • Represent the section in court proceedings

8. Objections and Debt Recovery

  • Address objections and mediate disputes
  • Investigate ambiguous claims
  • Recommend prosecution for unpaid claims
  • Follow up on outstanding claims
  • Implement debt recovery strategies

9. Production of Reports

  • Prepare monthly management reports for decision-making

Job Specification

Education and Experience

  • Master’s Degree in Social Sciences (preferably Social Protection Financing, Accounting, Business Administration, Financial Management) plus 2 years experience
    OR
  • Honours/Postgraduate Diploma in Accounting, Business Management, Financial Management or equivalent plus 4 years experience
    OR
  • Bachelor’s Degree in Social Sciences (preferably Accounting, Business Administration, Financial Management, CIPFA Advanced Diploma) plus 4 years experience

Other Necessary Knowledge

  • Strong understanding of Workmen’s Compensation Act
  • Experience in claims administration, insurance, or risk management

Responsibilities

  • For Work of Others: Direct supervision of claims staff
  • For Property: Safekeeping of files, registers, computers, and documents
  • For Effects of Errors: Responsible for errors by supervisees (e.g., miscalculations, misspellings)
  • For Safety of Others: Not applicable
