Position Title: Civil Engineer

Reports to: Infrastructure and Operations Manager

Duty Station: Maseru Office

Responsible for: Planning and designing of new construction and renovation projects and supervising construction of projects and Distributions and Transport units

Position Overview:

The primary responsibility of Civil engineer is to plan, design, manage and construct projects of different magnitude from conception through to completion.

Key Responsibilities:

Infrastructure Management:

  • Works with health facilities (Hospital and health centers) administration and Infrastructure and Operations Manager to strategically plan maintenance and renovation
  • Design and prepare bills of quantities, participated in the evaluation of bids and selection of contractors for the construction and rehabilitation of construction projects.
  • Prepare tender documents, technical specification and ensure that appropriate technical standards are applied on the projects.
  • Conduct on site investigations and analyze data (maps, reports, tests, drawings and other)
  • Monitor progress, issue completion certificate, variation orders and compile reports in project status
  • Comply with guidelines and regulations including permits, safety etc and deliver technical files and other technical documentation as required
  • Inspect project sites to monitor progress and adherence to design specifications, safety protocols, and quality standards during construction.
  • Establish and manage program risk management and mitigation processes and procedures.
  • Develop maintenance plan and the budget for constructed civil engineering projects.
  • Liaises with clinicians, operations staff and stakeholders to develop project scope statement of works, ensuring project design meets clinical, environmental and operational needs.
  • Oversees construction management team throughout new construction and renovation projects until successful completion and ensures projects are completed within quality standards, specifications, contractual obligations, national and international regulations.

Facilities Management:

  • Oversees infrastructure management for hospital and health centers and maintenance teams responsible for continuous maintenance across all PIH supported sites.
    • Ultimately responsible for functionality of hospital infrastructure including power supply & water distribution, carpentry, masonry repairs & maintenance.

Minimum Requirements

Technical Competencies

  • Bachelor’s Degree in Civil Engineering, or Equivalent.
    • Experience working in low-resource hospital settings will be an added advantage.
    • Successful record of accomplishment in meeting budgets, schedules and high quality standards.
    • Design management
    • Excellent knowledge of design and visualizations software such as AutoCAD,Civil 3D or similar
    • Project management and supervision skills
    • Strong communication and interpersonal skills
    • Proficient in Bluebeam or other pdf editing/management software
    • Proficient in Microsoft Office and MS Project

Managerial Competencies

  • At least 5 years of related experience in the building construction industry (Managerial Position) with experience in secondary hospitals, tertiary hospitals, healthcare clinics preferred and/or a combination experience in planning, design and program development experience
