Applications are invited for the following vacant positions tenable at the Ministry of Natural Resources – the Lesotho Lowlands Water Supply Scheme Unit (LLWSSU).

The LLWSS is a bulk water supply designed for the lowlands of Lesotho.

JOB SUMMARY
The Engineer with experience in design, construction and supervision of bulk water infrastructure is required to confirm the siting and access to the proposed facilities for the bulk water system. The Engineer will serve as a primary liaison among specialized sectors on all engineering activities and facilitate the smooth interplay between and among stakeholders involved. The officer will inspect and analyze the proposed designs (bulk water infrastructure including dams) and plans for their construction to ensure that they are done in accordance with the accepted international standards and regulations as well as pertinent land use laws and regulations.
The Engineer will visit the proposed sites to ensure that the designs are acceptable and fit the sites and vice versa, will participate in activities for land acquisition, access roads to the sites and drawings thereof.
The officer will inspect and validate all procurement documents including engineer’s estimates prepared by consultants hired by the LLWSSU. During construction, the Engineer will ensure that the Supervising Consultant adheres to the contract obligations and that accepted procedures are being followed in the preparation and implementation of the project, safety features including social and safeguards issues of the project are checked.

Key Responsibilities:
The Engineer responsibilities will include but not limited to the following functions:

  • Review and validate the preliminary civil/structural engineering designs in the feasibility studies reports of the bulk water supply and distribution networks.
  • Review and/or prepare detailed designs and tender documents for all the structures proposed in the reports.
  • Review and/or calculate quantities, capital, and operating costs for all engineering works. A realistic and detailed implementation schedule shall be prepared for each project package.
  • Review previous studies and prepare terms of references for the feasibility studies and designs of multipurpose dams.
  • Assist in the procurement and supervision of consultants and contractors in the implementation of the project packages.
  • Participate in defining reservoirs management rules to ensure that all water supply systems operate efficiently and effectively.
  • Preparation of TORs, specifications, bid documents for supervising consultants and contractors.
  • Assist in evaluation of bids for consultancy, works and goods packages.
  • Review of deliverables and reports from consultants, contractors, and other service providers under the project.
  • Supervision of construction works including ensuring adherence to specifications, quality, and time.
  • Supervision and management of consultants and contractors.
  • Site visits and attendance of site and other meetings where technical advice/inputs are required.
  • Preparation of monthly, quarterly, and other progress reports to be submitted to the Project Manager.
  • Preparation and review of Variation Orders as needed.
  • Review of payment certificates.
  • Assistance in contract management issues.
  • Perform any other engineering works delegated to her/him from time to time.

2. Competencies

  • Possess good analytical skills to interpret diagrams, drawings, maps, reports, and other such complex charts in the civil engineering field.
  • Possess good communication skills to communicate effectively with all stakeholders involved.
  • Familiarity with at least two Financier Institutions working in Lesotho and SADC Region.
  • Demonstrated ability to work collaboratively with domestic and international stakeholders and counterparts.
  • Oral and written fluency in English.
  • Superior organizational and time management skills.
  • Strong computer skills with Microsoft Applications including AutoCAD, Microsoft Project and other software including water design software (EPANET or other).

Qualifications and Experience

  • Minimum B.Sc. Degree in Civil Engineering or related field with at least 10 to 15 years of experience in design of dams and any other water resources engineering projects such as irrigation, hydropower generation and water supply.
    Or
  • Postgraduate diploma in a field related to the project with at least 15 years of experience in the planning, design, construction, and supervision of bulk water infrastructure including dams, pump stations, water treatment works, reservoirs, and pipelines.
  • Training in Project/Contract Management with at least 5 years’ experience is required.
  • Experience with similar projects in the SADC region will be an added advantage.
