Purpose of the Job
Reporting to the Construction and Contracts Manager, the job purpose is to assist identify and prepare project appraisals, evaluation and approval for implementation. Furthermore, achieve overall effective administration, management, accounting and reporting of projects underpinned by managing implementation costs, quality, safety, compliance. Additionally, advance project conception conformity to build environment projects, technical review of proposed designs, existing building structures and built environment surroundings, and where necessary issue terms of reference, designs, drawings and specifications to ensure and assist maintenance teams with upkeep of property and as built conditions related to civil and structural engineering aspects.

Key responsibilities
The successful candidate will be accountable for the following functions:
- Ensures compliance with laws, regulations and applicable country, regional and international standards of code of practice applicable to civil and structural engineering, including company standards, philosophies and specifications
- Provides general civil and structural engineering knowledge and expertise to optimise design proposals during all project phases from pre-feasibility to commissioning;
- Participates in team management of projects, evaluate design change requirements and motivate in accordance with scope variation procedures for consideration of line manager for onward transmission to the management;
- Participates in analysing survey reports, maps, drawings, aerial photography and the topographical and geotechnical data for civil projects. Review and comment on all civil engineering related designs and project cost estimates for consideration by business unit management;
- Provides technical leadership on all civil related activities for the project and maintain civil standard specifications.
- Pro-actively liaise and coordinate with stakeholders, consultants, contractors and other parties as required to ensure that all Civil and Structural Engineering related matters are cleared and managed in an efficient and effective way.
- Optimizes civil designs and specification to ensure fit for purpose deliverables. Reviews the projects civil scope of work drawings and specification during design and construction and identify any anomalies.
- Reviews as-built drawings of completed projects before handover to Property Management Division and highlight any discrepancies. Positively participating in civil structures or material inspections as required by Projects or Operations departments.
- Participates in tender evaluations for all civil aspects in all contracts relating to projects
- Delivers reports to his line supervisor on all aspects of his field as appropriate. These reports may include- Weekly highlights, monthly progress reports.
- Assists with development and application of appropriate standard engineering designs and procedures;
- Proposes engineering solutions to problems and queries, include performing basic engineering calculations following standard methods and principles used in similar engineering analysis, quantifications and cost determination;
- Collects, assimilates and manages data for civil and structural engineering work;
- Ability to produce Critical Path Method (CPM) network schedules taking cognisance of Work breakdown (WBS) structure;
- Development of project budgets and annual budgets including financial management of projects;
- Undertakes risk analysis and matrix development for using civil and structural engineering baseline principles for construction and building projects
- Identifies new technology in order to allow existing facilities and future developments to be optimized in terms of life cycle cost, operability, maintenance, safety and environmental impact. Supporting the review with listing prospective vendors and service providers.
- Ensures that all activities are conducted in a safe manner and that Corporation’s Health, Safety, Environment and Quality Management system is adhered to
- Visits industrial estates and commercial properties on a regular basis to assess and document maintenance requirements to the properties and review of structural integrity and safety, and initiate preparation of assessment, and audit reports comprising of the same
- Reviews of structural adequacy of tenant installation proposals and impact on structural integrity of all structures and building property;
- Performance and quality inspection for works executed by contractors and/or tenants
Knowledge, skills and behavioural attributes
- People management including mentoring, and providing basic explanation
- Experience in civil and structural engineering of commercial and industrial building projects, including integrity audits and maintenance
- Ability to review bills of quantities and drawings, and reconcile with design philosophy, scopes, prevailing technology and specifications
- Problem solving skills and analytical thinking;
- Knowledge and experience of using any of New Engineering Contract (NEC), International Federation of Consulting Engineers (FIDIC), World Bank and African Development Bank Contract forms;
- Experience of use of scheduling software such as MS Project, or similar, and other MS Office Suite of applications;
- Experience of development of review of tender documentation comprising tender conditions, conditions of contract, scope of work, drawings, bills of quantities and specifications;
- Participation in dispute resolution, claims analysis and amicable resolution of civil and structural engineering projects;

Qualifications and Experience
BSc in Civil Engineering or similar qualification. Driver’s Licence – Code B with 2 years driving experience.
At least 3 years’ experience.
