Civic and Voter Education Manager

Grade: I
Responsible to: Director of Elections

Job Summary

Under the general supervision of the Director of Elections, the incumbent will be responsible for the development of Civic and Voter Education Strategy, planning and delivery of civic and voter education programmes, development of Civic and Voter Education budget, leadership and Human Resources, and stakeholder engagement and management.

Key Performance Areas/Main Duties

A. Managerial Role: Strategic, Supervisory, and Leadership Responsibilities

1. Development of Civic and Voter Education, Strategy, Policies and Procedures

  • Develop and implement Civic and Voter Education strategies, policies, and procedures in line with the IEC Strategic Plan and mandate.
  • Align Civic and Voter Education programmes with the electoral calendar and long-term electoral development plans.
  • Establish Civic and Voter Education governance framework aligned with international best practices and standards.
  • Assist the Commission’s management in the development and implementation of Civic and Voter Education programmes, strategies and objectives.

2. Planning and Delivery of Civic and Voter Education Programmes

  • Design and implement targeted Civic and Voter Education (CVE) interventions to reverse the declining voter turnout trend in previous years.
  • Develop and roll out inclusive CVE content and delivery formats including braille, sign language interpretation, audio, and easy-read materials to ensure the meaningful participation of persons with disabilities and other marginalised groups (youth, women, and traditional leaders).
  • Collaborate with the Public Relations and ICT departments in developing and implementing a coordinated response to electoral misinformation and disinformation, including digital and social media literacy campaigns, fact-checking mechanisms, and rapid-response communication.
  • Collaborate with the Electoral Operations Manager to ensure continuous CVE outreach is planned and delivered across all ten districts and constituency structures throughout the electoral cycle.
  • Establish and manage partnerships with CSOs, FBOs, media houses, and the private sector for the co-implementation of CVE and voter registration campaigns.
  • Monitor and evaluate the effectiveness of CVE programmes using data-driven indicators (reach, turnout impact, and knowledge/attitude change) and report findings to inform strategy adjustments.

3. Development of Civic and Voter Education Budget

  • Provide timely, accurate reports, data, and validated management information to the Commission and senior management.
  • Prepare and monitor the Civic and Education Department budget, ensuring cost-effectiveness and accountability.
  • Liaise with other Electoral Management Bodies (EMBs) and development partners on Civic-related matters.

4. Leadership and Human Resource Management

  • Instill a service-oriented culture in the Civic and Education department through collaborative leadership.
  • Align departmental plans with IEC’s strategic goals to ensure delivery of institutional objectives.
  • Build and maintain relationships with other departments to understand business needs and foster cross-functional collaboration.
  • Mentor and coach Civic and Voter Education staff by setting clear performance targets and supporting professional development.
  • Ensure that the IEC recruits, retains, and develops the necessary Civic and Voter Education skills in line with current advancements and trends.

B. Operational and Technical Responsibilities

1. Contribute to the Development of Election Procedures and Practices

  • Develop standard operating procedures for election management.
  • Monitor implementation of election procedures and identify gaps.
  • Develop election manuals, forms, checklists and other operational tools.
  • Contribute to the development of standard operating procedures and quality assurance mechanisms for civic and voter education delivery at national, district, and constituency levels.
  • Support the production of election materials in formats appropriate for diverse categories of electors, including translated and braille versions, in line with the Commission’s inclusivity objectives.

2. Development of Internal Education and Training Policy and Delivery (Election Related)

  • Design and deliver training curricula and Training-of-Trainers (ToT) programmes for IEC staff on civic education delivery, inclusivity, and misinformation management.
  • Coordinate Building Resources in Democracy, Governance and Elections (BRIDGE) and other capacity-building workshops for IEC staff.
  • Develop and maintain a CVE training manual and knowledge management resources to standardise messaging and delivery across all levels of the Commission.

3. Stakeholder Engagement/Management

  • Establish and maintain relationships with Relevant stakeholders (political parties, civil society organisations including faith-based organisations, media, and international partners).
  • Develop and implement a CVE-specific stakeholder engagement plan and stakeholder mapping matrix to strengthen coordinated delivery of civic and voter education.
  • Collaborate with the Political Party Consultative Committee on civic and voter education matters.
  • Build strategic partnerships with development partners and academic/training institutions to mobilise technical and financial resources for CVE, inclusivity, and anti-disinformation programmes.

Qualifications and Experience

The ideal candidate must possess:

  • A Master’s Degree in Training and Development/Education/Adult Education/relevant social sciences plus two (2) years’ experience in a managerial position.

OR

  • Post Graduate Diploma/Honours in Training and Development/Education/Adult Education/relevant social sciences plus three (3) years’ experience in a managerial position.

OR

  • Degree in Training and Development/Education/Adult Education or relevant social science with five (5) years’ experience in a managerial position.

Key Skills and Competencies

  1. Strong presentation and supervisory abilities to effectively manage technically skilled personnel.
  2. Sound knowledge of civic and voter education methodologies, adult learning principles, and behaviour change communication.
  3. Demonstrated ability to design and implement strategies to increase voter turnout, promote the inclusion of persons with disabilities and other marginalised groups, and counter electoral misinformation and disinformation.
  4. Experience working with persons with disabilities and other marginalised groups in an electoral, governance, or development context.
  5. Strong stakeholder management skills, with demonstrated experience engaging political parties, civil society organisations, media, and development partners.
  6. Sound understanding of Lesotho’s electoral legal framework, the IEC’s mandate, and the IEC Strategic Plan 2024-2028.

Additional Requirements

  • Willingness to work outside normal working hours during the electoral period.
  • Must be a citizen of Lesotho or legally eligible to work in Lesotho.
  • Must be registered as voters with IEC.
