Position : City Engineer (Technical Advisor) – Maseru City Council
Responsible to : Reports to the Town Clerk
Duration : 6 Months contract
Salary Scale : LA 2
Purpose:
To ensure the efficient and effective delivery of MCC projects and to provide guidance and support in the management of contract performance. She/he shall also assist in the recruitment of a permanent Technical staff.
Duties include:
• Providing general advice and assistance on contractual and procurement matters as required to support the company’s operations
• Review bids, facilitate/guide contract negotiations and administer the contracts awards and provide feedback to bidders.
• Draft the appropriate contractual and commercial terms and conditions to best serve and protect the interests of the council.
• Build and maintain relationships with service providers in order to secure positive, constructive and cost-effective commercial agreements.
• Regularly monitoring service providers’ performance
• Contracts administration of the civil works, ensuring successful delivery of the project.
• Monitor the overall financial and physical progress of awarded contract
• Review requests for variation orders and/or Engineer’s determinations and make necessary recommendations
• Review and endorse the payments certificates received from Consultants and Contractors
• Submit periodic reports on contracts progress, including recommendations for delivery performance improvements
• Establish and maintain a database on monthly payments to the Contractors and review the cash flow projections
• Actively engage in knowledge sharing and offer assistance on the restructuring and recruitment of permanent works department staff.
Education
• Degree in Civil Engineering or Project Management and 10 years’ experience in Project Management in Civil Engineering works
• Or Degree in Civil Engineering or Project Management plus Master’s Degree in Business Administration and 5 years’ experience in Project Management in Civil Engineering works
• Or Masters Degree in Civil Engineering or Project Management and 5 years’ experience in Project Management on Civil Engineering works.
Work experience
• Must have minimum 5 years proven experience in contract and construction/engineering management
• Must have traceable experience and knowledge of Maseru City Council’s operations.
