The Lesotho Communications Authority (LCA) invites applications from suitably qualified local candidates for the position of Chief Technology Officer. Reporting to the Chief Executive Officer of the Lesotho Communications Authority.
JOB PURPOSE
To enhance organizational efficiency and effectiveness in accordance with the prevailing policies and strategies by providing strategic direction for effective management of scarce regulatory resources, technology and standards, and, internal ICT resources for the Authority. This entails overseeing frequency spectrum management activities (planning, assignment, utilization and monitoring), management of national numbering resources, development and adoption of communication standards and frameworks, and management of the Authority’s Information Technology (IT) equipment and Systems. Oversees IT governance activities, including IT enterprise risk management. Provide overall supervision, leadership, motivation, and management of the division (staff and divisional tasks) whilst also providing policy and strategic support to executive management and Board of the Authority.
DURATION
The position is for a fixed term of five (5) years.
QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in Electrical Engineering with 15 years experience; 10 years of which must be in the relevant field and 5 of which must be at senior managerial level in the relevant field.
OR
Masters Degree in Electrical, Electronic, or Communications Engineering or equivalent Masters in ICT with 10 years experience in the relevant field.
KNOWLEDGE, SKILLS AND ABILITIES
• Fluent in written and spoken English and Sesotho;
• Highly disciplined with demonstrated focus on results;
• Leadership and Management Skills;
• Ability to build consensus and relationships among stakeholders;
• Knowledge of communications sector regulations and/or other utilities;
• Capable of contributing innovative ideas and use constructive criticism where necessary as a team player;
• Good report writing, project management and research skills.
