JOB TITLE : CHIEF TECHNICAL OFFICER

GRADE : G

RESPOSIBLE TO: AIRPORT GENERAL MANAGER

JOB SUMMARY

Under the supervision of the Airport General Manager, the Chief Technical Officer (CTO) is responsible for the supervision ❑f Principal Technical Officers (PTOs), maintenance and repairs of all mechanical equipment, preparation of budget, treatment of raw water for human consumption, keeping and filling ❑f all mechanical records, assessment of manpower and staff training plans, supervision of the original works and updating the management on all mechanical developments through monthly reports.

MAIN DUTIES

1.0 Supervision
1.1 Supervises the weekly working of the mechanical section (PTO) and workshops at airport/Aerodromes to facilitate healthy working conditions.
2.0 Maintenance and Repairs

2.1 Organises weekly schedules for maintenance of mechanical equipment such as diesel engines, fire engines lifts, pumps, fire tenders, water supply, runway diesel sweepers, diesel trucks and other diesel and petrol vehicles in operation at Moshoeshoe 1 Airport/Aerodromes for the smooth running of the mechanical programs.
2.2Sets up an operation of preventative maintenance system on regular basis to keep all equipment in a serviceable condition.
2.3 Maintenance and repairs conveyor belts regularly to facilitate smooth passengers baggage movements.

3.0 Budget Preparation
3.1 Prepares yearly estimates for maintenance, spares and minor original works and repairs for the re-current budgetary purposes.
3.2 Prepares estimates of new operations when necessary so as to invite tenders and supervises the work for future maintenance schedules.
4.0 Records keeping
4.1 Maintains daily records on preventative schedule and non-scheduled maintenance and repairs for proper filling and reference.
4.2 Initiate monthly progress reports on status of Airport/ Aerodrome Mechanical equipment noting problem areas corrective action to update the management on all mechanical developments.

5.0 staff Training
5.1 Assesses manpower and training needs every year to address efficiency and skilful performance.
6.0 Water Supply and Treatment
6.1 Development of raw water treatment through chemicals on daily schedules to provide portable water for consumption.
6.2 Installs and maintains water pumps when necessary for the constant supply of hydrant and portable water at the Airport.
7.0 Acquisition of Spares
7.1 Liaise closely with the Procurement office to ensure that adequate spare holdings are always available.

JOB SPECIFICATION
Diploma in Motor Mechanics plus a minimum of five (5) years’ experience in the motor repairs and maintenance field.

OR
National Diploma in Mechanical/ Industrial Engineering plus a minimum of three (3) years’ relevant working experience.

CORE COMPETENCIES
• Considerable knowledge of diesel engines and diesel tenders.
• Knowledge of staff and maintenance works.
• Ability to prepare and write reports.

• Should possess initiative, tact good judgement and the ability to foster and maintain harmonious working relations.

RESPONSIBILITY

For work of others
The job requires the incumbent to supervise the two Principal Technical Officers who report to him on weekly work plan meetings. The two PTOs are also reporting to the incumbent n weekly work plan meetings. As the head of the Mechanical section, the five (5) Groundsmen supervised by the Senior Technical Officers are also his responsibility.

Property

  1. The job places on the incumbent the responsibility of ensuring the following: that all Government property (vehicles, generators, water pumps, fire tenders, fire engines conveyor belts etc) under his section are maintained.
  2. That water is properly treated for human consumption
