JOB TITLE : CHIEF STATISTICIAN

RESPONSIBLE TO : PRINCIPAL SECRETARY
JOB SUMMARY:
Under the general supervision of the Director of Statistics, the Chief Statistics is directly responsible for planning, directing and reporting on Statistical activities in all the ten Districts, and also Coordinate and liaises with other Statistics divisions on data collection.
MAIN DUTIES:
• Responsible for the strategic and annual planning of the division and its implementation.
• Responsible for the overall data collection in all the ten Districts.
• Prepares both annual and quarterly operational plans for the division.
• Setting work standards and priorities for the division.
• Responsible for the general administration of the division.
• Coordinate and liaise with other divisions within the BOS during surveys and censuses and also with other government departments, Ministries, and private organizations.
• Devising and ensuring implementation of the Human Resource
Development Plan and Training for the division.
• Scrutinizing analysis and writing statistical reports.
• Responsible for the management of the overall staff performance in the division.
• Budgeting and financial monitoring for the division.
• May act in the capacity of Head ❑f Statistics during the absence of the Director.
• Performs other related duties that may be assigned by the Director of Statistics.
JOB SPECIFICATON Education and Training:
Master’s Degree in Statistics/ Environmental Science/ Agricultural Economics and or Economics/ Demography Plus Four (4) years working experience at the level equivalent to Senior Statistician
OR
Bachelors Degree in Statistics/ Environmental Science/ Agricultural Economics and or Economics/ Demography Plus Five (5) years working experience at the level equivalent to Senior Statistician

RESPONSIBILITY:
• For Work of Others – The job requires the incumbent to closely
supervise Senior Statisticians who are occasionally guided and whose work is checked twice a week each.
• For Property (Equipment, Materials and Finance) — The job places on the incumbent the responsibility to ensure that the computers are properly used, the information from the data suppliers are kept safely and with due confidentiality, and also that the expenditures in the section do not exceed the allocated budget.
• For Effect of Errors – The incumbent is responsible for errors that may be committed while handling questionnaire forms that contain information that pertain to individual data suppliers, which may lead to breaching of confidentiality. The incumbent is also responsible for erroneous calculation of statistical information and not conforming to procedures as well as international standards.
• For Safety of Others – The Division conducts household based surveys.
Therefore, the incumbent has to make all the necessary arrangements with the relevant institutions to ensure safety of the enumerators e.g. Chiefs and village Headmen.
COMPLEXITY:
• Authority for Decision Making — The incumbent has the authority to prioritize on statistical activities to be undertaken by the section that is in a situation whereby resources are not sufficient.
• Supervision Received — The incumbent is expected to work
independently with minimal supervision and advice from the Head of Division on technical issues and administrative matters. S/He is expected to give a progress report of his/her section during monthly meetings.
• Dexterity — This factor is considered minimal in this job.
CONTACTS:
Contacts Made — The job requires the incumbent to make contacts with: –
• Heads of other sections, when discussing staff placement issues, on thejob training and survey programmes as well as prioritizing and resource sharing for the whole department.
• Heads of other government departments as well as private sector
regarding production of official statistics.
• The Director of statistics during progress reporting and planning
meetings.
• Colleagues in other statistics offices in the region and abroad.
• Members of economic statistics committee.
• Chiefs and village headmen in the wards and communities.
EFFORT:
• Mental Effort — The incumbent has to ensure that the format and
analyses of the contents of every statistical report are properly done in order to meet required standards and attract more users.
• Physical Effort — The job involves post checking in the field during surveys in the rural areas and therefore, minimal physical effort is required.
• Emotional Effort — The job involves dealing with respondents and enumerators of various backgrounds who cannot stand the type of questions sometimes asked during surveys.
WORKING CONDITIONS:
• Unfavourable Conditions — This factor is considered minimal in this job as it may be during field work only.
• Hazards – This factor is considered minimal in this job as above.
