JOB SUMMARY:

UNDER THE GENERAL SUPERVISION OF THE DIRECTOR OF THE BUREAU OF STATISTICS (BOS), THE INCUMBENT OF THE SOCIO-ECONOMIC STATISTICS DIVISION OF THE BUREAU OF STATISTICS IS RESPONSIBLE FOR PLANNING THE DIVISIONAL ACTIVITIES, MONITORING SUCH ACTIVITIES IN ORDER TO SEE TO IT THAT THEY ARE ACCORDING TO THE SCHEDULE PLANNED, COORDINATING SUCH ACTIVITIES, ALLOCATING SPECIFIC ASSIGNMENTS TO THE SUBORDINATES, IMPLEMENTATION ACCORDING TO THE GUIDELINES AND PROVE READ THE SOCIO. ECONOMIC STATISTICAL REPORTS BEFORE THEY ARE PUBLISHED. THE INCUMBENT IS ALSO RESPONSIBLE TO SAFEGUARD THE WELLBEING OF EVERY OFFICER UNDER HIS/HER SUPERVISION

  1. MAIN DUTIES:
    1. The incumbent is responsible for budgeting for the recurrent and capital budgets for the activities of this Division every financial year, and advise the Budget Controller about the release of funds to execute the activities of every Quarter.
    1. Participate in the preparations for the Strategic Plan for the Bureau of Statistics
    1. Setting standards for the activities of this Division
    1. Train the newly recruited staff in the analysis of the demographic data, and prove read the socio-economic statistical reports before they are published.
    1. Liaise with the lime Ministries that produce socio-economic statistics on the modalities of producing this data and share expertise.
    1. Advice the Director of the Bureau of Statistics on issues related to socio-economic statistics
    1. Coordinate the activities of data collection during the surveys, to monitor progress and collection of quality data. To arrange for data analysis and production of the survey reports.
    1. Perform any other related duties that may be assigned by the Director Bureau of Statistics.

JOB SPECIFICATIONS

Education and training

Master’s degree in Statistics or Demography plus three (3) years working experience at the level of Senior Statistician.

OR

Post Graduate degree in Statistics or Demography plus Four (4) years working experience at the level of Senior Statistician.

OR

Degree in Statistics or Demography plus Five (5) years working experience at the level of Senior Statistician

Other necessary knowledge

Knowledge of Computers (SPSS, STATA, EXEL, CS pro or SPECTRUM) and knowledge of supervision and management of staff is very necessary.

Responsibility

  • For Work of others – The position requires the incumbent to supervise several Senior

Statisticians available within the Division. For instance:

  1. Senior Statistician – Judicial Statistics Section
  2. Senior Statistician- CMS section
  3. Senior Statistician- Education and Labour Statistics Section
  • For Property – (Equipment, Material and Finance) – The incumbent is responsible for all the Equipment and Material allocated to his/her Division. The incumbent has to see to it that every officer has all the necessary Equipment and material he/she needs to perform his/her duties comfortably, e.g., Computers in good condition, photocopiers, printers, flash diskettes and furniture. He/she must see to it that the Questionnaires are kept in a safe place for confidentiality.
  • For effect of Errors – The incumbent is responsible for errors that may be committed while handling questionnaires and other tools that contain information pertaining to individual data suppliers, which may lead to breeching of confidentiality. The incumbent is also responsible for erroneous calculation of statistical information and not conforming to procedures as well as international standards.
  • For safety of others – This Division is responsible for conducting the Surveys which deal with population and employment data. The incumbent is responsible for the security of Field workers, and he/ she is to ensure that all levels of Administration are informed about such activities in time and their nature, especially the principal Chiefs, the Area Chiefs, the District Administrators, and Commissioner of Police.

Complexity:

  • Authority for Decision making – The incumbent is responsible for the decision making on all the activities of this Division, and to set the timelines on their completion. He/ she is responsible for drawing the work plan and budget plan for the Division and to manage the limited resources so that major activities can be undertaken without delay, but without compromising quality of the results. He/she is supposed to request funds per each Quarter for implementation of the Divisional activities.
  • Problem solving – The incumbent has to provide technical advice to the Director of the Bureau of Statistics on issues related to social, economic and also provide some solutions for those which need his/her expertise.
  • Supervision Received – The incumbent is expected to work independently with minimal supervision and advice from The Director of Statistics on technical issues and administrative matters. He/she is expected to give a full progress report of his/her Divisional activities during the monthly Senior Management meetings and provide a brief update on burning issues from his/her Division every Tuesday during the Senior Management meeting.

Contacts:

  • Contacts made – The job requires the incumbent to make contacts with:
  • Chief Statisticians in other Divisions of the Bureau of Statistics, during the management meetings where all issues relating to the BOS are discussed. Also to liaise with them to share information required by different Divisions that is produced by his/her Division.
  • Other Government and Private sector offices that produce population statistics in order to guide them on the procedures of collection and compilation of such data. Those offices also have to provide international definitions and concepts concerning their respective subjects so that the data collected by this Division will be credible.
  • To attend the International meetings on socio-economic statistics and share the experiences of Lesotho.
  • Resumes the responsibilities of the Director Bureau of Statistics during the absence of the Director.
  • Accompany the Director Bureau of Statistics when he/she presents the Donor budgets for the activities of the Socio-economic Statistics Division. He/she is also to meet with the Accountants of the respective Donor Agency to draw up the budget plan and to meet with him/her on Quarterly basis in order to determine the expenditure per Quarter and request for funds for the next Quarter.

Efforts

  • Mental Efforts – The incumbent has to ensure that the data collection on Socioeconomic statistics follow the appropriate procedures according to the international standards. Analysis of such data is done appropriately, and demographic, social and economic concepts and definitions are defined according to the international standards.
  • Physical Effort – The job requires interaction with the Field workers especially during the undertaking of the Surveys. This activity requires a lot of travelling on foot for hours, beginning work in the early hours and knocking off very late in the evening. Checking a sizable number of filled Questionnaires and solving field work problems. On the overall, this work requires minimal physical effort.
  • Emotional Effort – There is usually a lot of tension between the Enumerators and their Supervisors, and the Supervisors and the Coordinators and the Drivers during the census and the survey undertaking, and the incumbent has to bring together all the field workers so that the activities can run smoothly and achieve the targeted goal
