The Lesotho Communications Authority (LCA) invites applications from suitably qualified local candidates for the position of Chief Regulatory Officer. Reporting to the Chief Executive Officer of the Lesotho Communications Authority.
JOB PURPOSE:
To oversee the processes related to licensing of service providers and the monitoring of the licences or authorizations in the communications sector. This entails development and implementation of strategies to ensure compliance with the Act, Rules & Regulations and the terms and conditions of licences for service providers in the communications sector. Safeguards the rights of consumers of communications services and ensures the development and implementation of consumer education/empowerment strategies. In addition, the position oversees the Board secretarial function, corporate governance matters and legal proceedings.
DURATION:
The position is for a fixed term of five (5) years.
QUALIFICATIONS AND EXPERIENCE:
Bachelor of Laws (LLB) with 10 years experience in a relevant area. The incumbent should be an admitted Legal Practitioner in the High Court of Lesotho.
KNOWLEDGE, SKILLS AND ABILITIES:
• Fluent in written and spoken English and Sesotho;
• Highly disciplined with demonstrated focus on results;
• Leadership and management skills;
• Ability to build consensus and relationships among stakeholders;
• Knowledge of communications sector regulations and/or other utilities;
• Capable of contributing innovative ideas and use constructive criticism where necessary as a team player; and
• Good report writing, project management and research skills.
