Job Purpose

As we accelerate our digital transformation journey, we seek a visionary Chief Operations Officer (COO) to lead operational excellence and forge strategic alliances that drive growth and resilience.

The COO provides strategic leadership and operational oversight across Lesotho PostBank’s core support functions. The role ensures operational excellence, efficiency, and resilience across IT, infrastructure, procurement, processing, and risk-aligned operations.


Key Duties and Responsibilities

Operations Leadership & Strategy

  • Drive operational strategy aligned with the Bank’s corporate objectives.
  • Re-engineer business processes to improve efficiency, cost-effectiveness, and service quality.
  • Develop and monitor performance indicators to ensure operational excellence.

IT & Digital Operations

  • Oversee IT governance, infrastructure, and cybersecurity controls.
  • Ensure timely closure of IT audit findings and adoption of best-practice IT frameworks.
  • Enable digital transformation initiatives through robust IT support.

Infrastructure & Special Projects

  • Oversee the Bank’s infrastructure, facilities, and fleet management.
  • Ensure execution of major projects within approved budgets, timelines, and quality standards.

Procurement & Financial Control

  • Lead the Bank’s Procurement & Tender Committee.
  • Ensure compliance with procurement policies while driving cost containment.
  • Manage OPEX and CAPEX budgets for Operations.

Business Continuity & Risk Management

  • Ensure the Bank’s resilience through robust Business Continuity Management (ISO 22301 aligned).
  • Identify emerging operational risks and implement mitigation strategies.

Customer Service & Back-Office Excellence

  • Oversee customer service units (Call Centre, Helpdesk) to ensure prompt and professional service delivery.
  • Manage back-office processing, ensuring compliance, efficiency, and strong internal controls.

People & Culture in Operations

  • Develop talent within Operations to support succession planning and skills growth.
  • Foster a culture of accountability, innovation, and service excellence.

Qualifications and Experience

  • Master’s degree in Business Administration, Finance, Economics, Operations Management, Information Systems, or a related field (Master’s preferred).
  • At least 10 years of progressive leadership experience in banking operations or financial services, driving growth and operational efficiencies.
  • Demonstrated expertise in IT governance, business process re-engineering, project management, and procurement.
  • Solid understanding of operational risks and banking regulatory requirements.

  • Excellent negotiation, stakeholder management, and communication skills.
