JOB DESCRIPTION

Job Title: Chief of Staff

Responsible To: The Rt. Hon. The Prime Minister

Job Purpose

To carry out policy research to provide sound political and economic advice to The Right Honourable the Prime Minister and to contribute to wider projects and economic campaigns of the Prime Minister.

Job Summary

Under the general guidance and supervision of the Prime Minister, the candidate is responsible for research on political and economic issues, provision of political and economic advice to The Right Honourable the Prime Minister with particular attention to Policy development and implementation and the development and maintenance of relationships for The Right Honourable the Prime Minister.

  1. Research on economic and political issues
  2. Interprets and analyzes policies, public issues, legislation and the operations of government, business, and organizations to provide informed advice to the Prime Minister,
  3. Monitors proceedings and provides analysis of activities in the House of Parliament, Government Ministries/Departments, political parties, Local Government, pressure groups, Non-Governmental Organizations (NGOs) and other development partners to keep them informed of any developments related to their field of activity.
  4. Reads parliamentary publications, printed transcripts and monitors other activities such as debates, questions, and committee enquiries to advice on the appropriate action.
  5. Attends select committee hearings, party conferences and other events to keep abreast with developments.
  • Provision of political and economic advice
  • Liaises with parties in the coalition to ensure that policies, programmes and strategic reviews reflect the ideas of the coalition government.
  • Identifies key priorities and analyses them to advise the Prime Minister on those that will deliver on the Prime Minister’s business plan and priority outcomes.
  • Identifies political issues and undertake research on them to advise the Prime Minister on the appropriate cause of action towards emerging political trends.
  • Interacts with political parties registered with the Independent Electoral Commission (IC) with the purpose of soliciting their support and buy-in in government’s legal frameworks, projects, programmes and decisions.
  • Attends political meetings on behalf of the Prime Minister to keep him/her abreast of developments in the political landscape.
  • Monitors the implementation of government’s legal frame works, projects and programmes to provide regular updates to the Prime Minister and advise on the appropriate course of action.
  • Provides support and oversight to projects, programmes and initiatives under the office of the Prime Minister to ensure that they are aligned to the national priorities.
  • Solicits experts’ analysis of country economic issues to advise The Right Honourable the Prime Minister (PM) accordingly.
  • Monitors national and international economic developments to contribute to the development of appropriate policy responses.
  • Contributes to policymaking, analyses completed policies, plans or recommendations to ensure they reflect the political viewpoint of the PM and the aspirations of the National Strategic Development Plan
  • Instructs studying of socio-economic impact of new policies, legislation or services to ascertain their response the national economic development needs.
  • Organizes meetings with business to solicit advice on economic relationships that will create conducive environment for the private sector to thrive.
  • Liaises regularly with the Minister responsible for Finance and Development Planning in relation to economic analysis, aid coordination and effectiveness and the other fields of work to forge synergies between the two offices.
  • Liaises with government officials with expertise in various disciplines and the development partners to ensure effective coordination and implementation of projects, programmes and initiatives under the office of the Prime Minister.
  • Development and maintenance of relationships
  • Builds, enhances and maintains a relevant political network with active outreach to govemmental and non governmental key players on different levels of political governance.
  • Enhances and maintains bilateral economic relations by building and maintaining relevant networks with economic players and relevant economic government institutions globally.
  • Maintains regular contact with principal chiefs, parliamentarians, local authorities, regulatory bodies and communities to brief them on coalition government’s plans and progress as well as ensuring consistent communication of the Prime Minister’s vision, policies and goals.
  • Develops and maintain local networks and partnerships that are of value to government, through professional, timely and diplomatic interactions, to maintain a positive reputation of the Prime Minister and his/her Cabinet

Qualifications and experience

Master’s degree in political science (preferably) or related Social Science plus seven (7) years relevant experience at leadership level.

OR

Degree in Political Science or related social science with ten (10) years’ experiences at leadership level.

Knowledge and competencies

  • Strong analytical skills and the ability to explain complex economic issues in a non-technical manner.
  • Political sensitivity, with the ability to exercise discretion, judgement and confidentiality when dealing with politicians and officers at every level.
  • Ability to provide high level policy leadership in the designated areas of work.
  • Ability to work constructively in a team (The Officer will be part of a team of Government Ministries’ representatives), respecting and promoting diversity.
  • Results-oriented and able to think creatively, demonstrate initiative and be proactive.
  • Strong verbal and written communication skills.
  • Excellent IT skills, including Word, Excel and PowerPoint with the ability quickly to learn new packages as required.
  • Experience in organising meetings, events or other activities;
  • Sound knowledge of the political landscape of Lesotho, appreciation of the Constitutional framework of Lesotho;
  • Traceable experience and interaction with governance architecture and processes in Lesotho.
  • In-depth understanding of local and/or central government and how they work;
  • In-depth understanding of the main political parties and how they operate; and
  • Experience of researching complex issues, writing reports and preparing comprehensive briefings in a political environment.
