Purpose of the position

The Chief of Party (COP) will serve as the point of contact for a large-scale USAID-funded program focused on reducing HIV risk and transmission and improving HIV care and treatment among key populations (KP) in Lesotho. Reporting to the Managing Director, the COP will provide leadership, vision, strategic guidance and management toward the realization of key program objectives and targets. He/she will be responsible for all aspects of the program, including management and oversight of activities to expand access to and utilization of quality KP-competent HIV prevention and treatment services, to address structural barriers, and to strengthen local capacity. He/she will provide strategic guidance and lead collaboration with USG and Government of Lesotho stakeholders and other agencies and institutions.

The COP will ensure the delivery of high-quality programming and advance the position of BroadReach as a leader in data-driven, equitable, and patient-centered HIV service delivery. He/she will guide senior technical staff and ensure program quality, responsiveness, alignment with global and national priorities and standards, efficient use of resources, and achievement of results. The COP will have authority within the project team for decisions related to technical, management, and resource allocation and personnel issues. In carrying out these responsibilities he/she will work in partnership with donor representatives and national and local government agencies and officials, national and community-level civil society organizations, project partners, and project staff.

The position is contingent upon funding.

Key Accountabilities

  • Provide overall direction for the project’s development and implementation, with technical oversight for all project components.
  • Ensure the strategic and functional integration of facility-, community-, and policy-level support across the continuum of integrated, right-based HIV prevention, treatment and care for KP, including but not limited to HIV testing, PrEP, ART initiation and adherence and retention in care, sexual and reproductive health services, screening and services for gender-based violence, mental health services and linkages for legal and social services.
  • Serve as the primary point of contact and ensure strong collaboration with donor and government counterparts and other key stakeholders. Maintain high level of communication with donor points of contact within concerning technical, programmatic, business and administrative aspects of award.
  • Ensure timely and quality completion of all technical and financial deliverables and reports in accordance with donor and national guidelines.
  • Supervise the work and assess the performance of senior project staff, long- and short-term advisors, and consultants. Manage team dynamics and staff well-being and ensure the work environment fosters diversity, gender equality and inclusion.
  • Manage relationships with partner organizations, including organization of review/planning workshops. Coordinate the roles and activities of staff from partner organizations in implementation in line with BroadReach partnership principles.
  • Support the project team in monitoring the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high-quality work and internal cost control.
  • Coordinate with finance staff to oversee streamlined operational and financial processes and provide financial management capacity building to client organizations. Ensure compliance with the financial and administrative requirements of the award.
  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to BroadReach safety and security policies and plans, including COVID-19 protocols.
  • Represent BroadReach programming, highlighting innovative work. Oversee the development of communication strategies and materials, complying with donor and BroadReach branding and marking requirements and procedures.
  • Maintain up-to-date technical knowledge in tailored, person-centered, human rights-based approaches to reach KP sub-groups with HIV prevention, testing, and treatment services that are high impact, high yield, and high quality.
  • Identify opportunities and negotiate partnership programs to leverage other donor, governmental, and organizational resources

Qualifications

Essential qualifications  

  • Advanced degree in medicine, public health, nursing, or other relevant field, preferably with a specialization in HIV.

Desirable qualifications

  • Medical degree in a clinical discipline or PhD in public health or related field, with significant project management experience preferred.

Experience & Skills

  • Minimum of 10 years of relevant management and technical experience, including at least 7 years of experience in senior leadership positions on medium to large donor-funded programs (annual revenue of $2 million or more).
  • Minimum of 5 years of staff management experience and abilities that are conducive to a learning environment. Experience coaching and mentoring senior program staff.
  • Technical expertise, experience and a strong network in comprehensive, KP-competent HIV prevention, care and treatment services and in addressing stigma, violence, and discrimination against people from key populations. Strong knowledge of relevant policies, guidelines and information systems in Lesotho.
  • Demonstrated ability to manage donor funded projects, including financial, human resource, compliance and quality assurance components with preference given to candidates with knowledge of USG rules and regulations.
  • Proven ability to lead participatory, human rights-based HIV programming that meets the unique clinical, psychosocial, and safety needs of different KP groups and individuals.
  • Track record of relationship building with government actors, health service providers, USG implementing partners, KP-led and KP-serving organizations, community- and faith-based actors and other relevant stakeholders across all levels of the health care, social services, and legal systems.
  • Experience managing and supervising large teams of technical and operational staff.
  • Experience in capacity building and providing technical assistance.
  • Previous experience working in Lesotho, with an understanding of the local health system and solid relationships at relevant government agencies. Lesotho nationals strongly preferred.
  • Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
  • Ability to travel locally and internationally.
