Job Description
The incumbent is responsible for implementation of the decentralization programme in accordance with existing legislation and the National Decentralisation Policy. He/She will also facilitate review and development of policies and legal frameworks targeted towards decentralized service delivery; lead the inspection of councils on compliance and performance; support and guide councils in the performance of their responsibilities; and attend to matters that emanate from councils from time to time.
Key Responsibilities
- Advises and assists the Director – Decentralisation in the implementation of departmental activities
- Oversees the development and implementation of capacity building programmes for subordinate staff and councils
- Facilitates the incremental transfer of functions and resources by line ministries to councils
- Serves as technical and administrative advisor to councils
- Supervises programmes of the divisions within the department
- Supervises Senior Local Government Officers
- Consolidates divisional work plans into a composite departmental work plan
- Coordinates development and implementation of the department’s budget and monitors its performance
- Facilitates the review of policies and legislation pertinent to decentralisation
- Regularly revises and updates the Local Government Inspection Tool to respond to changes in the decentralisation agenda and leads council inspections
- Compiles monthly, quarterly, and annual reports on assigned mandate
- Represents the department in activities and programmes of other sectors as assigned
Job Specification
Option 1:
- Master’s Degree in Public Administration, Public Policy Development/Management, or LLM (specializing in Labour Law or Administrative Law)
- Plus four (4) years working experience in Local Government Administration
Option 2:
- Bachelor’s Degree in Public Policy Development or any Social Sciences
- Plus ten (10) years working experience in Local Government
